An Act to require education preparation programs to complete a self-audit for compliance with certain statutory requirements relating to student literacy instruction and the identification of students at risk for learning disabilities; report.

Be it enacted by the General Assembly of Virginia:
1. 1. Each education preparation program offered by a public institution of higher education or private institution of higher education that has not yet been audited in accordance with the provisions of subsection D of 23.1-902.1 of the Code of Virginia as of July 1, 2025, shall complete a self-audit for compliance with the requirements set forth in subsections B and E of 23.1-902.1 and 22.1-298.4 of the Code of Virginia, utilizing a rubric developed and provided by the Department of Education no later than September 1, 2026, with metrics that analyze the degree to which it has met each such requirement, and shall submit the results of such audit and a plan for closing any gaps to the House Committee on Education and the Senate Committee on Education and Health no later than November 1, 2026.
