2123 Be it enacted by the General Assembly of Virginia:

23-1. 1. That as evidence of the General Assembly's intent to consider investment by the Commonwealth in a property commonly known as Oak Hill Farm, in Loudoun County, the Secretary of Finance, in coordination with the Secretary of Natural and Historic Resources, shall convene a work group to review and assess possible financial models, ownership structures, and potential partners for an investment by a locality or the Commonwealth in such property or a portion thereof. The Secretary of Finance shall report his findings and any recommendations to the Governor and the Chairs of the Senate Committee on Finance and Appropriations and House Committee on Appropriations by November 1, 2025.
25+1. 1. That in accordance with and as evidence of General Assembly approval pursuant to 10.1-104 of the Code of Virginia, the Department of Conservation and Recreation is hereby authorized to accept [ or acquire ] on behalf of the Commonwealth, upon terms and conditions the Department deems proper, with the approval of the Governor and by deed in a form approved by the Attorney General, a conveyance from [ the The ] Conservation Fund of a parcel of [ up to approximately ] 1,240 acres of real property and any buildings or structures thereon between Little River Turnpike, James Monroe Highway, and Tail Race Road, known as Oak Hill Farm, in Loudoun County for the purpose of establishing and operating a state park [ that provides outdoor recreation and historic interpretation opportunities and supports agricultural uses ] on such property.
