2525 WHEREAS, gas tax revenues are the primary means of funding transportation initiatives in the Commonwealth; and

2727 WHEREAS, the total amount of vehicle miles traveled in the Commonwealth continues to increase, while gasoline and diesel consumption have decreased; and

2929 WHEREAS, trucks place significant wear and tear on the Commonwealth's highways, and gasoline and diesel taxes are the primary means of obtaining tax revenue to remedy those impacts; and

3131 WHEREAS, hybrid and electric trucks both utilize less gasoline and diesel and weigh more than trucks that have an internal combustion engine, and therefore will not contribute as much revenue to transportation purposes per mile traveled; now, therefore, be it

3333 RESOLVED by the House of Delegates, the Senate concurring, That the Department of Transportation be requested to study options for taxation of hybrid and electric trucks. The study shall look for options in order to account for the shortfall in gas and diesel tax revenues that will result from the use of such vehicles.

3535 In conducting its study, the Department of Transportation (the Department) shall (i) analyze the impact of hybrid and electric trucks, currently and in future scenarios, on gas tax collections in the Commonwealth; (ii) examine the adoption rate of hybrid and electric trucks in the Commonwealth; and (iii) evaluate different means of taxing such vehicles to account for lost transportation revenue, including the use of tolls, registration fees, or other means. For purposes of this study, "truck" means the same as that term is defined in 46.2-100.

3737 All agencies of the Commonwealth shall provide assistance to the Department for this study, upon request.

3939 The Department shall complete its meetings by September 30, 2025, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2026 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
