33 | 33 | RESOLVED by the House of Delegates, the Senate concurring, That the Joint Legislative Audit and Review Commission be directed to study the causation and resulting impact of the migration of individuals age 60 and older out of the Commonwealth of Virginia. | |

35 | 35 | In conducting its study, the Joint Legislative Audit and Review Commission (JLARC) shall (i) determine if the overall trend of adults age 60 and older migrating out of the Commonwealth of Virginia has continued in 2023, 2024, and 2025; (ii) identify issues that individuals age 60 and older face in certain localities or across the Commonwealth of Virginia such as affordable housing, including retirement community housing or assisted living facilities, cost of living expenses, available transportation, access to health care, or other reasons for relocation such as being closer to family members or specific geographic preference; (iii) determine the impact to the Commonwealth of Virginia regarding the increased loss of individuals age 60 and older to include overall economic impact, impact to local communities, and any other projected impacts; and (iv) provide recommendations to address the migration of adults age 60 and older and encourage net in-migration of this population into the Commonwealth of Virginia. | |

37 | 37 | All agencies of the Commonwealth shall provide assistance to the Joint Legislative Audit and Review Commission for this study, upon request. | |

39 | 39 | The Joint Legislative Audit and Review Commission shall complete its meetings by November 30, 2025, and the chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2026 Regular Session of the General Assembly. The executive summary shall state whether the Joint Legislative Audit and Review Commission intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website. |
