2025 SESSION ENROLLED HOUSE JOINT RESOLUTION NO. 510 Commending the Gloucester County Branch of the NAACP. Agreed to by the House of Delegates, February 17, 2025 Agreed to by the Senate, February 19, 2025 WHEREAS, for 85 years, the Gloucester County Branch of the NAACP has led efforts to fight racial discrimination and address inequity by advocating for and supporting members of the Black community on the Middle Peninsula; and WHEREAS, the Gloucester County Branch of the NAACP was established on March 13, 1939, with G. Nelson Carter, Sr., a local business owner, as founding president; and WHEREAS, an active leader in the civil rights movement, Nelson Carter bailed Irene Morgan out of prison after she was arrested for riding in the whites-only section of an interstate bus that was passing through Middlesex County; during the subsequent court case, the Supreme Court of the United States ultimately ruled that segregation in interstate travel was unconstitutional under the Commerce Clause; and WHEREAS, Nelson Carter's wife, Miriam Carter, was also a trailblazer in civil rights and became the first Black woman to attend the William & Mary Law School; their daughter, Dianne Carter de Mayo, is also an alumna of The College of William & Mary in Virginia and remains an active member of the Gloucester County Branch of the NAACP; and WHEREAS, the Gloucester County Branch of the NAACP is committed to achieving equity, political rights, and social inclusion by advancing policies and practices that expand human and civil rights and eliminate discrimination; and WHEREAS, the Gloucester County Branch of the NAACP promotes minority-owned businesses, hosts career fairs and other events, and provides educational, legal, and social resources that further enhance the well-being and economic security of members of the Black community and all local minority groups; now, therefore, be it RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Gloucester County Branch of the NAACP on the occasion of its 85th anniversary; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Gloucester County Branch of the NAACP as an expression of the General Assembly's admiration for the organization's legacy of contributions to the Black community in the region.
