1519 WHEREAS, on January 29, 2025, a collision between American Airlines Flight 5342 and a United States Army helicopter near Ronald Reagan Washington National Airport tragically resulted in the deaths of 67 people, including numerous individuals with ties to Loudoun County; and

1721 WHEREAS, several passengers aboard American Airlines Flight 5342 were associated with the Ashburn Ice House in Loudoun County through the Washington Figure Skating Club, ION Figure Skating Club, or the Skating Club of Northern Virginia and were returning from the U.S. Figure Skating National Development Camp in Wichita, Kansas; and

1923 WHEREAS, Franco Aparicio was a talented member of the Washington Figure Skating Club and was traveling with his father, Luciano Aparicio, an accountant who specialized in the energy sector; and

2125 WHEREAS, Brielle Byer of the Skating Club of Northern Virginia was a natural skater who had recently earned a bronze medal in the juvenile girls division at the 2025 Eastern Sectional Singles; she was accompanied by her mother Justyna Byer, who devoted her time to helping her daughter achieve her goals; and

2327 WHEREAS, Cory Haynos of the Skating Club of Northern Virginia was an intermediate bronze medalist at the 2025 Eastern Sectional Singles Final and was accompanied by his parents, Stephanie and Roger Haynos; and

2529 WHEREAS, Peter Livingston, a trusted real estate professional, and his wife, Donna Livingston, a longtime employee of Comcast, were supporting their daughters, Everly and Alydia Livingston, who were well known on social media for their figure skating videos and competed with the Washington Figure Skating Club; and

2731 WHEREAS, Olivia Eve Ter was a talented member of ION Figure Skating Club who loved taking opportunities to help younger athletes learn how to skate; she was traveling with her mother, Olesya Taylor; and

2933 WHEREAS, Inna Volyanskaya, a former figure skater for Russia, was serving as a coach at Ashburn Ice House and had mentored numerous skating medalists at the regional, sectional, and national levels; and

3135 WHEREAS, Edward Zhou was known as a fearless skater and a passionate supporter of his fellow athletes at the Skating Club of Northern Virginia; he was traveling with his parents Yu Zhou and Kaiyan Mao; and

3337 WHEREAS, these individuals will be fondly remembered and greatly missed by numerous family members and friends throughout Loudoun County, the Commonwealth, and the world; now, therefore, be it

3539 RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Franco Aparicio, Luciano Aparicio, Brielle Byer, Justyna Byer, Cory Haynos, Roger Haynos, Stephanie Haynos, Peter Livingston, Donna Livingston, Everly Livingston, Alydia Livingston, Olivia Eve Ter, Olesya Taylor, Inna Volyanskaya, Edward Zhou, Yu Zhou, and Kaiyan Mao; and, be it

3741 RESOLVED FURTHER, That the Clerk of the House of Delegates prepare copies of this resolution for presentation to the families of Loudoun County community members who perished aboard American Airlines Flight 5342 as an expression of the General Assembly's respect for their memories.
