2025 SESSION ENROLLED HOUSE RESOLUTION NO. 643 Commending the Black Angus Restaurant. Agreed to by the House of Delegates, February 17, 2025 WHEREAS, the Black Angus Restaurant is a beloved fine dining establishment that has created exceptional and memorable culinary experiences for the Virginia Beach community for several decades; and WHEREAS, the origins of the Black Angus Restaurant date to 1952, when Christy Hariton and Chris Patsalides bought land in Norfolk to open a steak house; and WHEREAS, after building a reputation as the dining destination of choice in Norfolk, the owners of the Black Angus Restaurant partnered with Andrew Phillips and Michael Savvides in 1960 to expand the operation to Virginia Beach; and WHEREAS, the Black Angus Restaurant in Norfolk closed in 1974, but Michael Savvides carried on its traditions in Virginia Beach; in 1992, he was joined by his son, Christopher, and the two continue to run the restaurant, alongside chef Spiros Boubas and longtime manager Francis Quinn, to this day; and WHEREAS, initially renowned for its steaks, the Black Angus Restaurant has expanded its menu offerings over the years to include seafood, chicken, barbecue, and other fine dining favorites; and WHEREAS, the Black Angus Restaurant is committed to using only the freshest and highest quality ingredients, enabling it to consistently deliver delicious and satisfying meals that keep its customers coming back time and again; and WHEREAS, the extraordinary food at the Black Angus Restaurant is only enhanced by the restaurant's warm and welcoming ambiance, making it a cherished spot for family and friends to gather; and WHEREAS, beyond its dining service, the Black Angus Restaurant has been a trusted caterer for many years, supporting events big and small throughout the Hampton Roads Region, from intimate parties and weddings to serving more than 35,000 guests at the commissioning of the USS John C. Stennis and the USS Harry S. Truman; and WHEREAS, the accomplishments of the Black Angus Restaurant are a testament to the visionary leadership of its owners, the tireless efforts of its staff, and the generous support of the Virginia Beach community; and WHEREAS, the Black Angus Restaurant's dedication to excellence and exemplary service has helped to make Virginia Beach a wonderful place to live, work, and enjoy a meal; now, therefore, be it RESOLVED by the House of Delegates, That the Black Angus Restaurant hereby be commended for its impact on the culinary landscape and community of Virginia Beach; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Black Angus Restaurant as an expression of the House of Delegates' admiration for its contributions to Virginia Beach and the Commonwealth.
