2025 SESSION ENROLLED HOUSE RESOLUTION NO. 841 Commending John Garrett, M.D., FACS. Agreed to by the House of Delegates, February 21, 2025 WHEREAS, John Garrett, M.D., FACS, a leader in cardiac, thoracic, and vascular surgery who touched countless lives in Arlington County over the course of his distinguished career, announced his retirement in 2025; and WHEREAS, Dr. John Garrett established his practice at VHC Health, then known as Arlington Hospital, in 1989, laying the foundation for a surgical program that has changed lives throughout the region; and WHEREAS, in 1995, Dr. John Garrett was joined by John Rhee, M.D., FACS, with whom he worked to build a legacy of excellence, innovation, and compassion while setting new standards in advanced cardiovascular care; and WHEREAS, under the leadership of Dr. John Garrett and Dr. John Rhee, the VHC Health Heart and Vascular Program has achieved national recognition, introduced cutting-edge procedures that redefined patient care, and set a standard of clinical excellence that will endure for generations to come; and WHEREAS, the VHC Health Heart and Vascular Program has pioneered groundbreaking advancements in the field, from minimally invasive cardiac and thoracic surgery to structural heart innovations, all thanks in large part to Dr. John Garrett's expertise and dedication; and WHEREAS, after his well-earned retirement, Dr. John Garrett looks forward to spending more time with his wife, Mary, and his beloved family as well as seeking new opportunities to serve his community; now, therefore, be it RESOLVED by the House of Delegates, That John Garrett, M.D., FACS, hereby be commended on the occasion of his retirement in 2025; and, be it RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to John Garrett, M.D., FACS, as an expression of the House of Delegates' admiration for his contributions to the medical field and commitment to excellence in patient care.
