2323 Be it enacted by the General Assembly of Virginia:

2525 1. That the Code of Virginia is amended by adding in Article 13 of Chapter 65 of Title 3.2 a section numbered 3.2-6593.3 as follows:

2727 3.2-6593.3. Animal testing facilities; annual report.

2929 A. Each public institution of higher education in the Commonwealth that operates an animal testing facility shall publish annually a report detailing:

3131 1. Progress on replacement, reduction, and refinement efforts;

3333 2. A detailed methodology for measuring such progress;

3535 3. The total number of animals, excluding agricultural animals, used by such institution for research, education, testing, experimental, scientific, or biomedical purposes;

3737 4. The disposition of all animals at such institution to include those animals euthanized, lost, adopted, transferred, traded, or sold;

3939 5. Any adverse events, to include unexpected incidents, that negatively affected the health or welfare of the animals that occurred during the past year; and

4141 6. The percentage of funds expended by such institution to procure, use, and maintain all animals in the past year.

4343 B. Each public institution of higher education shall submit such annual report to the State Council of Higher Education for Virginia, which shall be made publicly available on the State Council of Higher Education for Virginia's website.
