1519 WHEREAS, Leo C. Bowers, M.D., a highly respected physician who has served the Hampton Roads region for more than 43 years, closed his office in 2024; and

1721 WHEREAS, Leo Bowers was born and raised in Suffolk and graduated from Windsor High School before earning a bachelor's degree in biology from Colby College and a medical degree from the Medical College of Virginia, now known as the Virginia Commonwealth University School of Medicine; and

1923 WHEREAS, after completing his residency at St. Elizabeth Medical Center in Dayton, Ohio, Leo Bowers returned to the Commonwealth and settled in Hampton, practicing family medicine in Hampton and Smithfield and emergency medicine in Norfolk before establishing his own practice, Old Hampton Family Medical Associates, in downtown Hampton in 1986; and

2125 WHEREAS, when Leo Bowers brought Lind Chinnery, M.D., into the practice, Old Hampton Family Medical Associates continued to grow, expanding to include offices in both Hampton and Smithfield while serving patients from Hampton, Newport News, Carrolton, Smithfield, and Isle of Wight County; and

2327 WHEREAS, Leo Bowers has demonstrated exceptional dedication to his patients throughout his career, supervising and managing their care when they are admitted to the hospital and making house calls for those in rural areas with limited access to transportation; and

2529 WHEREAS, later in his career, Leo Bowers worked on the Hampton University Health Mobile Unit, as well as with the Sentara Hospital Group as a hospitalist, where his experience and expertise made him an invaluable member of the team; and

2731 WHEREAS, Leo Bowers has been a gracious mentor to many students and colleagues over the years, including his children, Jennifer, Brandon, and Jessica Anne, who are all medical practitioners in the Commonwealth; and

2933 WHEREAS, after closing his office, Leo Bowers will continue to work with the Hampton Sentara CarePlex for some time, ensuring the Hampton Roads community will continue to benefit from his knowledge, compassion, and care; now, therefore, be it

3135 RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Leo C. Bowers, M.D., for his extraordinary achievements in a career devoted to the health and well-being of others; and, be it

3337 RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Leo C. Bowers, M.D., as an expression of the General Assembly's admiration for his contributions to the Commonwealth and best wishes in his future endeavors.
