1519 WHEREAS, Joy Ann Durham Painter, a highly admired member of the Richmond community who served the Commonwealth as a state employee for many years, died on November 27, 2024; and

1721 WHEREAS, Joy Painter grew up in Richmond, where she graduated from Manchester High School, then continued her education at Chowan University in North Carolina and Bluefield University in Tazewell County; and

1923 WHEREAS, Joy Painter pursued a career in state government and ultimately retired from the Department of Corrections; in later life, she also served as an administrative assistant with the Senate Clerk's Office during sessions of the General Assembly; and

2125 WHEREAS, outside of her career, Joy Painter offered her leadership and wise insights to several civic and social organizations, including the ACCA Shrine Center and the Ladies Oriental Shrine of North America ACCABA Court No. 105; and

2327 WHEREAS, Joy Painter enjoyed fellowship and worship with the Richmond community as a member of Derbyshire Baptist Church, where she expressed her faith through her vocal talents as a member of the choir; and

2529 WHEREAS, predeceased by her husband, Bill, and her daughter, April, Joy Painter will be fondly remembered and greatly missed by her son, J.E. Dilday, and stepson, Scott Painter; her children's families; and numerous other family members and friends; now, therefore, be it

2731 RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Joy Ann Durham Painter; and, be it

2933 RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Joy Ann Durham Painter as an expression of the General Assembly's respect for her memory.
