1519 WHEREAS, Garland Nuckols, an incomparable public servant who reshaped emergency services in Louisa County through his decades of contributions to the Louisa County Rescue Squad and the Louisa County Sheriff's Office, retired as mayor of the Town of Louisa on September 17, 2024; and

1721 WHEREAS, a lifelong resident of Louisa County, Garland Nuckols settled in the Town of Louisa in 1976 after his family's logging and sawmill business closed in the early 1970s; and

1923 WHEREAS, in 1979, Garland Nuckols and his wife, Jackie, joined the Louisa County Rescue Squad, the first step in a public service career that spanned four and a half decades and touched countless lives; and

2125 WHEREAS, Garland Nuckols was active with the Louisa County Rescue Squad for 35 years, including five years as captain; as an advanced life support medical provider, he administered life-saving care to numerous patients and assisted with the births of 12 children; and

2327 WHEREAS, Garland Nuckols was recognized as a life member of the Louisa County Rescue Squad, and he went above and beyond to serve not only his patients, but his fellow members of the rescue squad, often working on holidays to allow other officers to be home with their families; and

2529 WHEREAS, Garland Nuckols played an instrumental role in the formation of the Louisa County Junior Rescue Squad, which won many awards for its excellence in patient care at regional and state competitions, and he inspired several members of the junior squad to pursue careers in emergency medicine; and

2731 WHEREAS, Garland Nuckols worked with the Louisa County Sheriff's Office for 20 years, overseeing a complete overhaul of the agency's communications system and the creation of a state-of-the-art communication center in the County Office Administration Building; in 2000, he also became the director of the 911 system for Fluvanna County and designed another communication center for the Fluvanna County Sheriff's Office; and

2933 WHEREAS, after years of achievements on behalf of the community, Garland Nuckols desired to be of further service and ran for a seat on the Louisa Town Council in 2010; before the end of his first term, local residents also began encouraging him to run for the town's highest office; and

3135 WHEREAS, Garland Nuckols was subsequently elected as mayor in 2014 and worked with town officials, business leaders, and other stakeholders to improve water and sewer lines, upgrade town equipment, increase police staff, promote economic growth, enhance Christmas decorations, and prepare the town's 150th anniversary celebration; and

3337 WHEREAS, Garland Nuckols' final project before his retirement as mayor was to help acquire private funds for the construction of a playground with accessible equipment for handicapped children; and

3539 WHEREAS, over the course of his career, Garland Nuckols has enjoyed the love and support of his wife, Jackie; his daughter, Dana, and her husband, Mark; and his five cherished grandchildren, Amanda, Bethany, Christina, Daniel, and Elizabeth; and

3741 WHEREAS, Garland Nuckols served the residents of Louisa County with the utmost dedication, integrity, and distinction and leaves the community well-poised to meet the challenges of the future; now, therefore, be it

3943 RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Garland Nuckols, a longtime public safety officer and a highly admired public servant, on the occasion of his retirement as mayor of the Town of Louisa; and, be it

4145 RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Garland Nuckols as an expression of the General Assembly's admiration for his personal and professional achievements and legacy of service to the Louisa community.
