2025 SESSION ENROLLED SENATE JOINT RESOLUTION NO. 330 Celebrating the life of William M. McCarty. Agreed to by the Senate, February 6, 2025 Agreed to by the House of Delegates, February 10, 2025 WHEREAS, William M. McCarty, a distinguished faith leader, esteemed public servant, beloved husband and father, and cherished member of the Isle of Wight County community, died on January 25, 2025; and WHEREAS, William McCarty was an ordained bishop with the Church of God who held a master's degree in counseling and several certifications in leadership, business management, and chaplaincy; and WHEREAS, William McCarty settled in the Isle of Wight County area in 1999 when he assumed leadership of the congregation at the Smithfield Church of God; and WHEREAS, as pastor of Healing Waters Worship Center in Isle of Wight County, William McCarty provided his congregation with edifying spiritual leadership and abundant opportunities for worship, fellowship, and charitable outreach; and WHEREAS, William McCarty was an elected member of the Virginia Church of God state council who also served on several of the organization's boards, and he supported many in their faith by speaking at conferences and revivals both throughout the United States and around the world; and WHEREAS, William McCarty was elected to the Isle of Wight County Board of Supervisors in 2015 as a representative of the Newport District and later went on to represent the Carrollton area of the county; and WHEREAS, over three terms of public service, William McCarty dedicated himself to the health, prosperity, and well-being of the community, leading the Isle of Wight County Board of Supervisors for a period of time as its chair and serving on a number of regional and state boards and commissions; and WHEREAS, William McCarty supported localities statewide in various leadership capacities with the Virginia Association of Counties, including as president, first vice president, second vice president, and member of the board of directors, and as chair of the Hampton Roads Transportation Planning Organization beginning in 2023; and WHEREAS, William McCarty will be fondly remembered and dearly missed by his loving wife, his children, and numerous other family members and friends; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of William M. McCarty, a revered member of the Isle of Wight County community whose leadership, faith, and service made a positive impact on countless lives; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of William M. McCarty as an expression of the General Assembly's respect for his memory.
