2025 SESSION ENROLLED SENATE JOINT RESOLUTION NO. 347 Celebrating the life of the Reverend Roy Alphonso Carter, Sr. Agreed to by the Senate, February 6, 2025 Agreed to by the House of Delegates, February 10, 2025 WHEREAS, the Reverend Roy Alphonso Carter, Sr., an esteemed faith leader and beloved member of the Henrico County community, died on June 16, 2024; and WHEREAS, born in Washington, D.C., Roy Alphonso Carter, Sr., earned a bachelor's degree and master's degree in education from Norfolk State University and attended the Samuel DeWitt Proctor School of Theology at Virginia Union University; and WHEREAS, Roy Alphonso Carter, Sr., was licensed to preach on March 21, 1993, and went on to provide inspired faith leadership as vice president of the Henrico Ministers' Conference; and WHEREAS, Roy Alphonso Carter, Sr., was a devoted member of Henrico Branch NAACP 7077-B for many years, serving as the organization's vice president and on various committees; and WHEREAS, Roy Alphonso Carter, Sr., worked tirelessly to recruit new members for the Henrico branch of the NAACP and to encourage individuals to embrace their civic duty and register to vote; and WHEREAS, for 21 years, Roy Alphonso Carter, Sr., gave generously of his time to Vocational Industrial Clubs of America, now SkillsUSA, helping students acquire valuable work skills to foster their success in their careers and in life; and WHEREAS, Roy Alphonso Carter, Sr., enjoyed fellowship with members of his community through his involvement with Alpha Phi Alpha Fraternity, Inc., and the Astoria Beneficial Club, Inc.; and WHEREAS, in recognition of his service, Roy Alphonso Carter, Sr., has been honored with a plethora of awards at both the local and state level, including Astorian of the Year from the Astoria Beneficial Club; and WHEREAS, Roy Alphonso Carter, Sr., will be fondly remembered and dearly missed by his loving wife of 61 years, Evelyn; his children, Roy, Jr., and Pamela, and their families; and numerous other family members and friends; now, therefore, be it RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of the Reverend Roy Alphonso Carter, Sr., a treasured member of the Henrico County community whose dedication and service made an impact on countless lives; and, be it RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of the Reverend Roy Alphonso Carter, Sr., as an expression of the General Assembly's respect for his memory.
