1519 WHEREAS, for 30 years, Halley Elementary School of Fairfax County Public Schools has made an impact on every student that has passed through its halls by preparing them for lifelong learning, empowering them to build and maintain positive relationships, and encouraging them to reach their full potential both in and out of the classroom; and

1721 WHEREAS, Halley Elementary School was opened on September 5, 1995, and was named in honor of William Francis Halley, a lifelong resident of Fairfax County who greatly supported Fairfax County schools and students in the early 20th century; and

1923 WHEREAS, Halley Elementary School's first principal was Janet Funk, who was named Fairfax County Public Schools Principal of the Year in 1998 and was presented the Agnes Meyer Distinguished Educational Leadership Award by The Washington Post that same year; and

2125 WHEREAS, with a commitment to educational excellence, Halley Elementary School implements a variety of programs to meet its students' needs, such as Young Scholars and the Advanced Academics Program, a fine and performing arts program, and its award-winning Early Childhood Inclusion Program; and

2327 WHEREAS, Halley Elementary School organizes a number of unique educational events and activities to create a dynamic learning experience for its students, including the Halley Morning News Show and its Global Classroom Project; and

2529 WHEREAS, Halley Elementary School champions its faculty and staff by providing assistance and guidance to help them optimize their lessons in the classroom; and

2731 WHEREAS, Halley Elementary School rigorously applies the Multi-Tiered Systems of Support instructional model to ensure the academic, social, and emotional well-being of all of its students; and

2933 WHEREAS, as a testament to the welcoming and inclusive nature of its community, Halley Elementary School won a contest in 2001 organized by Michigan author Patricia Polacco that recognized the school and its students for their suggestions on how to prevent bullying; and

3135 WHEREAS, the accomplishments of Halley Elementary School over the past 30 years are the result of the efforts of its students, the dedication of its teachers and staff, and the unwavering support of its families, parent-teacher organization, and the entire Halley Elementary School community; now, therefore, be it

3337 RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Halley Elementary School on the occasion of its 30th anniversary; and, be it

3539 RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Halley Elementary School as an expression of the General Assembly's admiration for the school's history and its contributions to the Commonwealth.
