(b)Thepowersanddutiesprovidedinthissectionshallnotlimit,restrict, orsuspendanysimilarpowerstheCommissionerofLaborortheExecutive DirectoroftheOfficeofWorkforceStrategyandDevelopmentmayhave underotherprovisionsoflaw. (c)ForpurposesofthefederalWorkforceInnovationandOpportunityAct (WIOA),theDepartmentofLaborshallbedesignatedastheStateWorkforce AgencyandtheCommissionerofLaborshallserveastheStateWorkforce Administrator. (2)Requirefromeachbusiness,trainingprovider,orprogramthat receivesStatefundingtoconductworkforceeducationandtrainingareport thatevaluatestheresultsofthetraining.Eachrecipientshallsubmititsreport onascheduledeterminedbytheCommissionerandshallincludeatleastthe followinginformation:enterintoagreements,totheextentnecessary,with otherStateagenciesanddepartmentsforservicestoimprovetheemployment andeconomicoutcomesforindividualsreceivingpublicassistance,including agreementstoprovidecustomizedorspecializedservicesthatarebeyondthe basicservicesrequiredbyfederallaw; (A)nameofthepersonwhoreceivesfunding; (B)amountoffunding; (C)activitiesandtrainingprovided; (D)numberoftraineesandtheirgeneraldescription; (E)employmentstatusoftrainees;and (F)futureneedsforresources. (f)(1)TheExecutiveDirectoroftheOfficeofWorkforceStrategyand Developmentshall,onceeverytwoyears,issueacomprehensivebiennial workforcereporttotheGovernor,theHouseCommitteesonAppropriations andonCommerceandEconomicDevelopment,andtheSenateCommitteeson AppropriationsandonEconomicDevelopment,HousingandGeneralAffairs, onorbeforeDecember1,thatincludesanevaluationoftheaccomplishments oftheStateworkforceinvestmentsystemandtheperformanceofparticipating agenciesandinstitutionscoveringtheprevioustwocalendaryears.Thereport shallincludeidentificationofsystempriorities,needforfuturefunding requests,identificationofproposedlegislativeandadministrativechanges,and anyotherinformationrelevanttotheperformanceandfutureneedsofthe workforceinvestmentsystem.Thereportshallsummarizeperformanceand outcomeinformationsubmittedbyfederallyandState-fundedworkforce developmentandinvestmentprogramsforallpublicandnonpublicprograms. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 BILLASPASSEDBYTHEHOUSE H.34 2025 Page10of10 (2)Totheextentpracticable,workforcereportsrequiredofthe DepartmentofLabor,includingtheapprenticeshipreportrequiredby21 V.S.A.§ 1113(e)(2),shallbeincorporatedintothecomprehensivereport requiredbysubdivision(1)ofthissubsection.
