Subject: Taxation; municipal government; local option tax; payment in lieu of 8 
taxes; PILOT Special Fund  9 
Statement of purpose of bill as introduced: This bill proposes to change the 10 
percentage of local option tax revenue distributed to a municipality from 70 11 
percent to 80 percent and to appropriate any surplus in the PILOT Special 12 
Fund proportionally to the municipalities that generated revenue for the 13 
surplus.  The bill proposes to direct JFO to draft a report on moving to a 14 
system whereby the State retains only what it needs to administer the PILOT 15 
Special Fund without generating a future surplus.   16 
An act relating to the distribution of local option tax revenue and the PILOT 17 
Special Fund 18 
It is hereby enacted by the General Assembly of the State of Vermont:  19
