Statement of purpose of bill as introduced:  This bill proposes to limit the 10 
tuition rate charged by a receiving public school to the average announced 11 
tuition of union elementary schools or union high schools, as applicable.  It 12 
would also prohibit a receiving public school from charging sending school 13 
districts any additional fees for special education, availability reservation, or 14 
other fees that cannot be accounted for.  This bill also proposes to eliminate 15 
tuition paid by a nonoperating school district from the district’s education 16 
spending for the purposes of calculating excess spending pursuant to 32 V.S.A. 17 
§ 5401(12). 18
