Statement of purpose of bill as introduced:  This bill proposes to prohibit 8 
health insurance plans and Vermont Medicaid from requiring a clinician’s 9 
referral or a signed care plan in order to provide coverage of or reimbursement 10 
for physical therapy services.  The bill would prohibit a health insurance plan 11 
from imposing a co-payment or coinsurance requirement on a covered 12 
individual for services provided by a physical therapist or physical therapist 13 
assistant that exceeds the co-payment or coinsurance requirement that would 14 
apply if the covered individual received services from a primary care provider 15 
for the same or a similar health condition.  The bill would also increase 16 
Medicaid reimbursement rates for physical therapy services by 10 percent over 17 
the course of two years.   18
