Statement of purpose of bill as introduced: This bill proposes to require the 8
Public Utility Commission to adopt by rule standards and procedures for 9
ensuring the costs of electric grid upgrades are shared fairly and evenly among 10
ratepayers. 11

It is hereby enacted by the General Assembly of the State of Vermont: 13
Sec. 1. COSTS OF ELECTRIC GRID UPGRADES; PUBLIC UTILITY 14
COMMISSION RULE 15
(a) On or before July 1, 2026, the Public Utility Commission shall adopt by 16
rule standards and procedures for ensuring that the costs of any improvements 17
or upgrades to the electric transmission and distribution grid in a utility’s 18
service territory are shared as fairly and as evenly as possible among all 19
ratepayers in the utility’s service territory. 20 BILL AS INTRODUCED H.279

(b) On or before July 1, 2031, the Public Utility Commission shall adopt by 1
rule standards and procedures for ensuring that the costs of any improvements 2
or upgrades to the electric transmission and distribution grid, regardless of the 3
utility’s service territory in which the upgrade or improvement is made, are 4
shared as fairly and as evenly as possible among all ratepayers in the State. 5
Sec. 2. EFFECTIVE DATE 6
This act shall take effect on July 1, 2025. 7
