1313 Statement of purpose of bill as introduced: This bill proposes to require the 8
1414 Secretary of Natural Resources to conduct an assessment of the feasibility of 9

1919 It is hereby enacted by the General Assembly of the State of Vermont: 14
2020 Sec. 1. ASSESSMENT OF THE FEASIBILITY OF SITING AN 15
2121 EXPANDED POLYSTYRENE FOAM DENSIFIER IN THE STATE 16
2222 (a) As used in this section: 17
2323 (1) “EPS foam densifier” means a machine that shears, compresses, and 18
2424 heats waste EPS foam into a uniform melt that can be formed into blocks or 19

3030 (2) “Expanded polystyrene foam” or “EPS foam” means a thermoplastic 1
3131 petrochemical material utilizing the styrene monomer that is processed 2
3232 according to multiple techniques, including fusion of polymer spheres, 3
3333 injection molding, form molding, and extrusion-blow molding. 4
3434 (b) The Secretary of Natural Resources shall assess the feasibility of siting 5
3535 an EPS foam densifier in the State to serve as a site to transport waste EPS 6
3636 foam for recycling or reuse. The Secretary shall coordinate with interested 7
3737 parties in conducting the assessment, including solid waste management 8
3838 entities, solid waste haulers, and representative of businesses that generate 9
3939 waste EPS foam through manufacturing or shipping. On or before January 15, 10
4040 2026, the Secretary of Natural Resources shall submit to the House Committee 11
4141 on Environment and Energy and the Senate Committee on Natural Resources 12
4242 and Energy a report with the results of the site assessment. The report shall 13
4343 include: 14
4444 (1) a recommendation of whether an EPS foam densifier should be sited 15
4545 in Vermont, where it should be sited, and what entity would run the densifier; 16
4646 (2) an estimate of the cost of the EPS foam densifier to purchase and 17
4747 operate; 18
4848 (3) a recommendation of whether EPS foam should be banned from 19
4949 landfill disposal if an EPS foam densifier is located in the State; and 20 BILL AS INTRODUCED H.280
