Statement of purpose of bill as introduced: This bill proposes to restrict certain 7
digital advertisers from being able to own both a buying and selling digital 8
advertisement brokerage and to require certain digital advertisers to adhere to 9
ethical business practices, including the use of reasonable diligence in avoiding 10
conflicts of interest and acting in the best interests of its customers. 11
