Statement of purpose of bill as introduced: This bill proposes to require the 6
Agency of Human Services to seek a waiver to expand access to catastrophic 7
health plans to Vermonters up to 40 years of age. 8
An act relating to expanding access to catastrophic health plans 9
It is hereby enacted by the General Assembly of the State of Vermont: 10
Sec. 1. EXPANDED ACCESS TO CATASTROPHIC PLANS; WAIVER 11
On or before January 1, 2026, the Secretary of Human Services shall apply 12
to the U.S. Department of Health and Human Services for a waiver to expand 13
eligibility for catastrophic health plans authorized under 42 U.S.C. ยง 18002(e) 14
to individuals who have not attained 40 years of age prior to the beginning of 15
the plan year. 16
Sec. 2. EFFECTIVE DATE 17
This act shall take effect on passage. 18
