Subject: Internal security and public safety; emergency management; 7
miscellaneous amendments relating to flood response and resilience 8
Statement of purpose of bill as introduced: This bill proposes to require the 9
Division of Emergency Management to establish the Statewide Framework for 10
Flood Preparedness, Response, and Recovery; provide assistance to 11
municipalities to develop various plans for flood response and recovery; and 12
collaborate with other State agencies to perform a comprehensive needs 13
assessment concerning flood recovery programs and report to the General 14
Assembly on or before December 15, 2025 with the results of the assessment. 15
This bill also proposes to require the Division of Emergency Management to 16
offer financial and technical assistance to municipalities for emergency parking 17
plans, designated emergency shelters, vulnerable resident check-in systems, 18
real-time emergency notification systems, and training for post-disaster roles 19
