(4)“Mileage-baseduserfeerate”meanstheper-mileusagefeecharged totheownerorlesseeofaBEVregisteredinVermont. (b)Commencementdate.TheAgencyshalldesignaprocesstocollecta mileage-baseduserfeeformilesdrivenbyaBEVregisteredinVermontto commencecollectingrevenueonJuly1,20252026. (c)Coveredvehicles.TheAgencyshalldesignaprocesstocollecta mileage-baseduserfeebasedontheannualvehiclemilestraveledbyBEVs registeredintheState. (d)Impositionofamileage-baseduserfee.TheAgencyshalldesigna processtocollectamileage-baseduserfeefromtheownerorlesseeofaBEV registeredinVermontforeachmileagereportingperiodwithin60daysafter theVermontannualinspectiononanannual,quarterly,ormonthlybasis selectedbytheownerorlesseeandreconcileduponrenewalofthevehicle registrationorwithin60daysafteraterminatingeventthatclosesthemileage reportingperiod.
