thefirstyearofthebiennium,andtheremaindershallbeappropriatedinthe
secondyear.
(b)ItistheintentoftheGeneralAssemblythatinthesecondyearofthe
biennium,anyamendmentstotheappropriationsorauthoritiesgrantedinthis
actshalltaketheformoftheCapitalConstructionandStateBonding
AdjustmentBill.ItistheintentoftheGeneralAssemblythatunlessotherwise
indicated,allappropriationsinthisactaresubjecttocapitalbudgetadjustment.
