| 17 | 17 | | Sec. 1. MOTOR VEHICLE PURCHASE CANCELLATION ; STUDY 12 |

| 19 | 19 | | (a) Creation. There is created the Motor Vehicle Purchase Cancellation 14 |
|---|
| 20 | 20 | | Study Committee to examine the possibility of amending Vermont’s laws to 15 |
|---|
| 21 | 21 | | permit persons to cancel or rescind the purchase of a motor vehicle under 16 |
|---|
| 22 | 22 | | certain circumstances. 17 |
|---|
| 23 | 23 | | (b) Membership. The Committee shall be composed of the following 18 |
|---|
| 24 | 24 | | members: 19 |
|---|

| 37 | 37 | | (c) Powers and duties. The Committee shall examine the possibility of 8 |
|---|
| 38 | 38 | | amending Vermont’s laws to permit persons to cancel or rescind the purchase 9 |
|---|
| 39 | 39 | | of a motor vehicle under certain circumstances, including the following issues: 10 |
|---|
| 40 | 40 | | (1) the legal rights for motor vehicle purchasers in Vermont to: 11 |
|---|
| 41 | 41 | | (A) return a motor vehicle after it has been purchased and the 12 |
|---|
| 42 | 42 | | purchaser has taken possession of the vehicle; and 13 |
|---|
| 43 | 43 | | (B) cancel a contract to purchase a motor vehicle prior to delivery of 14 |
|---|
| 44 | 44 | | the vehicle; 15 |
|---|
| 45 | 45 | | (2) potential changes to Vermont’s statutes to permit a motor vehicle 16 |
|---|
| 46 | 46 | | purchaser to: 17 |
|---|
| 47 | 47 | | (A) return a motor vehicle after it has been purchased and the 18 |
|---|
| 48 | 48 | | purchaser has taken possession of the vehicle; and 19 |
|---|

| 58 | 58 | | (d) Assistance. The Committee shall have the administrative, technical, 4 |

| 59 | 59 | | and legal assistance of the Department of Motor Vehicles. 5 |

| 60 | 60 | | (e) Report. On or before January 15, 2026, the Committee shall submit a 6 |
|---|
| 61 | 61 | | written report to the House Committee on Transportation and the Senate 7 |
|---|
| 62 | 62 | | Committee on Transportation with its findings and any recommendations for 8 |
|---|
| 63 | 63 | | legislative action. 9 |
|---|
| 64 | 64 | | (f) Meetings. 10 |
|---|
| 65 | 65 | | (1) The Commissioner of Motor Vehicles shall call the first meeting of 11 |
|---|
| 66 | 66 | | the Committee to occur on or before September 1, 2025. 12 |
|---|
| 67 | 67 | | (2) The Commissioner of Motor Vehicles shall be the Chair of the 13 |
|---|
| 68 | 68 | | Committee. 14 |
|---|
| 69 | 69 | | (3) A majority of the membership shall constitute a quorum. 15 |
|---|
| 70 | 70 | | (4) The Committee shall cease to exist on February 15, 2026. 16 |
|---|
| 71 | 71 | | (g) Compensation and reimbursement. Members of the Committee who 17 |
|---|
| 72 | 72 | | are not otherwise compensated for their attendance at meetings shall be entitled 18 |
|---|
| 73 | 73 | | to per diem compensation and reimbursement of expenses as permitted under 19 |
|---|
| 74 | 74 | | 32 V.S.A. § 1010 for not more than four meetings. These payments shall be 20 |
|---|
