Whereas,allstudentsintheStateoughttobeprovidedwithaK-12 educationthatallowsthemtoreachtheirfullpotential,and Whereas,inthepastdecade,thecostofprovidingeducationtostudents inthestateofVermonthasincreasedandhasthereforeledtoanincreaseinthe rateoftaxespaidbyresidentsofthestate,and Whereas,allSenatorsshouldbewelcometosubmittheirproposalsto strikeabalancebetweenthedutytoeducatethestudentsofthestatewiththe needtokeepVermontanaffordableplacefortheirfamiliestolive,tothe Senate,inbillformat,and Whereas,inordertodrafteachbillinstandardform,Legislative Counselconductsextensiveresearch,numerousdrafts,andmustworkoutthe detailsoftheproposalbeforeintroducingthebill,nowthereforebeit ResolvedbytheSenate: Thatatemporaryrule,tobedesignatedbyRule40A,beadoptedto readasfollows: Rule40A.TemporaryRuleRegardingShortFormBillsintheSenate (a)Senatorsmayrequestshortformbillsrelatingonlytoeducationreform andfinance. (b)Shortformbillsshallconsistonlyofthenameoftheintroducer,the subject,thetitle,andageneralstatementofpurpose. (c)Shortformbillsshallappeartwolegislativedaysfornoticeonthe SenateCalendarbeforetheycanbereadaSecondTime. (d)ThisruleshallbeineffectthroughMay1,2025.
