StatesandtheStateofVermontwithCanadaandurgingPresidentTrumptoremovealltariffsthathehasimposed
againstCanadianimportsandtorefrainfromsubsequentlyimposinganynewtariffsagainstCanadianimports.
Whereas,theUnitedStatesandCanadahavebeenmilitaryanddiplomaticalliesandeconomicpartners,even
thoughepisodesofcommercialdisagreement,sinceCanadianconfederationin1867,and
Whereas,perhapsnoAmericanstatehasacloserandmoreactivetwo-wayrelationshipwithournorthernneighbor
thantheStateofVermont,and
Whereas,thesetiesentailpersonal,cultural,andeconomicrelationships,and
Whereas,manyVermontersenjoytraveltoMontrealandQuebecCitywhileCanadians,especiallyQuebecers,
reciprocatewithjourneystoVermonttotakeadvantageoftheState’soutstandingoutdoorrecreationalopportunities,
and
Whereas,ontheeconomicfront,for2023,theCanadianConsulateinBostonreportedthatVermontexported$680
millioningoodsand$165millioninservicestoCanada, andthatsameyear,Vermontimported$2.6billioningoods
fromCanada,andCanadianinvestmentsintheStatesupportedover17,000Vermontjobs, and
Whereas,accordingtotheDepartmentofPublicService,in2023,24percentofVermont’selectricsupply
portfoliowasservedbyHydro-Québec,asidefromanyrenewableenergycredits,andVermontGasSystemsreceives
100percentofitsgasfromCanada, and
Whereas,inrecentyears,GovernorPhilipScotthasrepeatedlytraveledtoMontrealontrademissionsandhas
strivedtoenhanceVermont-Quebectradeties, and
Whereas,onthenationallevel,accordingtoTDBank,duringthefirstthreequartersof2024,approximately$683
billionincombinedgoodsandserviceswasshippedinbothdirectionsacrosstheUnitedStates-Canadaborder,and
Whereas,thesamereportalsonotedthatCanadaistheUnitedStates’numberoneexportmarket, andsignificant
elementsofthistradeareintegratedcommerce,especiallyintheautomobilemanufacturingsector, and
Whereas,GovernorPhilipScotthasestablishedaninteragencytaskforcetopreparefortheimplementationof
tariffsonCanadiangoods,now therefore be it
ResolvedbytheSenate:
ThattheSenateoftheStateofVermontsupportswarmandcooperativerelationsonthepartofboththeUnited
StatesandtheStateofVermontwithCanadaandurgesPresidentTrumptoremovealltariffsthathehasimposed
againstCanadianimportsandtorefrainfromsubsequentlyimposinganynewtariffsagainstCanadianimports,andbe
itfurther
Resolved:ThattheSecretaryofStatebedirectedtosendacopyofthisresolutiontoPresidentDonaldJ.Trump,
GovernorPhilipB.Scott,CanadianPrimeMinisterMarkCarney,QuebecPremierFrançoisLegault,andtheVermont
CongressionalDelegation.
