10	10	AN ACT to repeal 20.505 (4) (dw); and to create 20.505 (4) (dw) of the statutes;
11	11	relating to: school safety grants for public and private schools and making an
12	12	appropriation.
13	13	Analysis by the Legislative Reference Bureau
14	14	This bill requires the Department of Administration to establish a competitive
15	15	grant program that is open to public and private schools for grants to improve the
16	16	safety of school buildings and to provide security training to school personnel. Under
17	17	the bill, DOA must delegate the administration of the grant program to cooperative
18	18	educational service agency 6 (CESA 6). In administering the program, CESA 6 must
19	19	give preference to applicants that have not received a school safety grant from the
20	20	Department of Justice. The bill provides $30,000,000 for these grants. Finally, the
21	21	grant program sunsets on July 1, 2025.

24	24	The people of the state of Wisconsin, represented in senate and assembly, do
25	25	enact as follows:
26	26	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
27	27	the following amounts for the purposes indicated:

39	39	SECTION 2. 20.505 (4) (dw) of the statutes is created to read:
40	40	20.505 (4) (dw) School safety grants. Biennially, the amounts in the schedule
41	41	for grants under 2023 Wisconsin Act .... (this act), section 4 (1).
42	42	SECTION 3. 20.505 (4) (dw) of the statutes, as created by 2023 Wisconsin Act ....
43	43	(this act), is repealed.
44	44	SECTION 4.0Nonstatutory provisions.
45	45	(1) SCHOOL SAFETY COMPETITIVE GRANT PROGRAM.
46	46	(a) In this subsection:
47	47	1. “CESA 6” means cooperative educational service agency 6.
48	48	2. “Department” means the department of administration.
49	49	3. “Private school” has the meaning given in s. 115.001 (3r).
50	50	4. “Public school” has the meaning given in s. 115.01 (1).
51	51	(b) The department shall establish a competitive grant program to award
52	52	grants to public and private schools to improve the safety of school buildings and to
53	53	provide security training to school personnel. The grant program established under
54	54	this paragraph shall be administered by the board of control of CESA 6. In awarding
55	55	grants under this paragraph, the board of control of CESA 6 shall give preference to
56	56	applicants that have not received a grant under s. 165.88.
57	57	(c) No grants may be awarded under this subsection after June 30, 2025.

84	84	SECTION 5.0Effective dates. This act takes effect on the day after publication,
85	85	except as follows:
86	86	(1) SCHOOL SAFETY GRANTS. The repeal of s. 20.505 (4) (dw) takes effect on July
87	87	1, 2025.
