---|
15 | 15 | | all teachers for the public schools of the state; make rules establishing standards of |
---|
16 | 16 | | attainment and procedures for the examination and licensing of teachers; and |
---|
17 | 17 | | prescribe by rule standards, requirements, and procedures for the approval of |
---|
18 | 18 | | teacher preparatory programs leading to licensure. Currently , the state |
---|
19 | 19 | | superintendent may not approve a teacher preparatory program unless the program |
---|
20 | 20 | | requires the student to complete one full semester of student teaching following the |
---|
21 | 21 | | daily schedule and semester calendar of the cooperating school. Under this bill, the |
---|
22 | 22 | | state superintendent may not approve a teacher preparatory program unless it |
---|
23 | 23 | | requires a student to complete at least one but not more than four full semesters of |
---|
24 | 24 | | student teaching following the daily schedule and semester calendar of the |
---|
25 | 25 | | cooperating school. In addition, the state superintendent may approve a teacher |
---|
26 | 26 | | preparatory program that requires two to four semesters of student teaching only if |
---|
27 | 27 | | the institution of higher education awards general education credits to the student |
---|
28 | 28 | | for the second, third, and fourth semesters of student teaching, as applicable. |

29 | 29 | | Under current law, the Department of Public Instruction must annually report |
---|
30 | 30 | | certain information for each approved teacher preparatory program in this state, |

38 | 38 | | that are required for teacher licensure. Under the bill, beginning in the 2025-26 |
---|
39 | 39 | | school year, DPI must report this information for all students and graduates of the |
---|
40 | 40 | | program, those students and graduates who completed one semester of student |
---|
41 | 41 | | teaching, and those student and graduates who completed more than one semester |
---|
42 | 42 | | of student teaching. |
---|
43 | 43 | | The bill also requires DPI to establish a teacher apprenticeship program for |
---|
44 | 44 | | students who are participating in a teacher preparatory program that requires two |
---|
45 | 45 | | to four semesters of student teaching. Under the bill, the teacher apprenticeship |
---|
46 | 46 | | program must include various components, including the conditions under which an |
---|
47 | 47 | | individual may serve as a teacher apprentice, a requirement that the individual |
---|
48 | 48 | | enter into an apprentice contract, and a requirement to be registered with DPI. |
---|
49 | 49 | | For further information see the state fiscal estimate, which will be printed as |
---|
50 | 50 | | an appendix to this bill. |

51 | 51 | | The people of the state of Wisconsin, represented in senate and assembly, do |
---|
52 | 52 | | enact as follows: |
---|
53 | 53 | | SECTION 1. 115.28 (7g) (b) of the statutes is renumbered 115.28 (7g) (b) (intro.) |

54 | 54 | | and amended to read: |

55 | 55 | | 115.28 (7g) (b) (intro.) Beginning in the 2013-14 school year, the department |
---|
56 | 56 | | shall use the system developed under par. (a) 3. to annually report for each program |
---|
57 | 57 | | identified in par. (a) 1. the passage rate on first attempt of students and graduates |
---|
58 | 58 | | of the program on examinations administered for licensure under sub. (7) and any |
---|
59 | 59 | | other information required to be reported under par. (a) 1. Beginning in the 2025-26 |
---|
60 | 60 | | school year, the department shall separately report the information required under |
---|
61 | 61 | | this paragraph for each of the following groups: |

95 | 95 | | superintendent. If a teacher preparatory program requires more than one semester |

96 | 96 | | of student teaching, the state superintendent may approve the teacher preparatory |

97 | 97 | | program only if the institution of higher education that offers the teacher |
---|
98 | 98 | | preparatory program awards general education credits to a student for the 2nd, 3rd, |
---|
99 | 99 | | and 4th full semesters of student teaching that the student completes. No license to |
---|
100 | 100 | | teach in any public school may be granted to an applicant who completed a |
---|
101 | 101 | | professional training program outside this state unless the applicant completed |
---|

137 | 137 | | the purpose of granting a license to teach or for approving a teacher preparatory |

138 | 138 | | program the state superintendent requires that an institution of higher education |

139 | 139 | | be accredited, the state superintendent shall accept accreditation by a regional or |
---|
140 | 140 | | national institutional accrediting agency recognized by the U.S. department of |
---|
141 | 141 | | education or by a programmatic accrediting organization. |
---|
142 | 142 | | SECTION 4. 118.19 (19) of the statutes is created to read: |
---|
143 | 143 | | 118.19 (19) The department shall establish, by rule, a teacher apprenticeship |
---|
144 | 144 | | program for students participating in a teacher preparatory program in this state |
---|
145 | 145 | | that requires students to complete student teaching consisting of full days for at least |
---|
146 | 146 | | 2 but not more than 4 full semesters following the daily schedule and semester |
---|
147 | 147 | | calendar of the cooperating school or the equivalent, as determined by the state |
---|
148 | 148 | | superintendent. The department shall include all of the following in the teacher |
---|
149 | 149 | | apprenticeship program established under this subsection: |
---|
150 | 150 | | (a) Conditions under which an individual may serve as a teacher apprentice. |
---|
151 | 151 | | (b) Requirements for the supervision and evaluation of teacher apprentices, |
---|
152 | 152 | | including a requirement that teacher apprentices are supervised by licensed |
---|
153 | 153 | | teachers or licensed administrators. |
---|
154 | 154 | | (c) A process for teacher apprentices to register with the department and a |
---|
155 | 155 | | requirement that each teacher apprentice be registered before performing duties as |
---|
156 | 156 | | a teacher apprentice. |
---|
157 | 157 | | (d) Criteria and a process for the suspension or revocation of registrations |
---|
158 | 158 | | issued to registered teacher apprentices. |
