7	7	AN ACT to repeal 20.255 (1) (fc); and to create 20.255 (1) (fc) and 20.255 (2) (fc)
8	8	of the statutes; relating to: early literacy programs administered by the
9	9	Department of Public Instruction.

11	11	2023 Wisconsin Act 20 created the Office of Literacy in the Department of
12	12	Public Instruction. Act 20 requires the office to establish and supervise an early
13	13	literacy coaching program to improve literacy outcomes. As part of that program, the
14	14	office must contract for up to 64 full-time literacy coaches to provide support to
15	15	administrators, school-based literacy coaches, principals, and teachers to build
16	16	teacher and school capacity to teach reading and language arts using science-based
17	17	early reading instruction. Act 20 also requires school boards and operators of charter
18	18	schools to ensure that kindergarten to third grade teachers, elementary school
19	19	principals, and reading specialists receive certain professional development related
20	20	to literacy instruction by no later than July 1, 2025. Finally, Act 20 requires DPI to
21	21	award grants to school boards, independent charter schools, and private schools
22	22	participating in a parental choice program that adopt a recommended literacy
23	23	curriculum that contains the components of science-based early reading instruction
24	24	and does not include three-cueing.
25	25	As part of 2023 Wisconsin Act 19, the biennial budget act, $50,000,000 was
26	26	appropriated for a literacy program administered by DPI. This bill creates a

32	32	structure for DPI to expend these funds as they are transferred by the Joint
33	33	Committee on Finance.
34	34	The people of the state of Wisconsin, represented in senate and assembly, do
35	35	enact as follows:
36	36	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
37	37	the following amounts for the purposes indicated:

46	46	SECTION 2. 20.255 (1) (fc) of the statutes is created to read:

48	48	appropriation, the amounts in the schedule for the office of literacy and the literacy
49	49	coaching program under s. 115.39.
50	50	SECTION 3. 20.255 (1) (fc) of the statutes, as created by 2023 Wisconsin Act ....

52	52	SECTION 4. 20.255 (2) (fc) of the statutes is created to read:

77	77	school boards and charter schools for compliance with 2023 Wisconsin Act 20, section
78	78	27 (2) (a).
79	79	SECTION 5.0Effective dates. This act takes effect on the day after publication,
80	80	except as follows:
81	81	(1) The repeal of s. 20.255 (1) (fc) takes effect on July 1, 2028.
