1010 AN ACT to amend 341.14 (1a), 341.14 (1e) (a), 341.14 (1m), 341.14 (1q), 343.51
1111 (1) and 343.62 (4) (a) 4. of the statutes; relating to: authorizing physical
1212 therapists to make certifications for acquiring disabled parking plates and
1313 cards.
1414 Analysis by the Legislative Reference Bureau
1515 This bill authorizes physical therapists to certify to the Department of
1616 Transportation information necessary for a person to acquire a disabled parking
1717 plate or card.
1818 Under current law, a person with a disability that limits or impairs the ability
1919 to walk may apply for and obtain from DOT special motor vehicle registration plates
2020 or a special identification card entitling a motor vehicle used by the person to certain
2121 parking privileges, including parking in spaces reserved for such vehicles. An
2222 application for the special plate or card must contain required information from a
2323 licensed physician, advanced practice nurse, public health nurse, physician
2424 assistant, podiatrist, chiropractor, Christian Science practitioner, or the U.S.
2525 Department of Veterans Affairs.

2828 The people of the state of Wisconsin, represented in senate and assembly, do

3636 SECTION 1. 341.14 (1a) of the statutes is amended to read:
3737 341.14 (1a) If any resident of this state, who is registering or has registered an
3838 automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
3939 which has a gross weight of not more than 8,000 pounds, a farm truck which has a
4040 gross weight of not more than 12,000 pounds or a motor home, submits a statement
4141 once every 4 years, as determined by the department, from a physician licensed to
4242 practice medicine in any state, from an advanced practice nurse licensed to practice
4343 nursing in any state, from a public health nurse certified or licensed to practice in
4444 any state, from a physician assistant licensed or certified to practice in any state,
4545 from a podiatrist licensed to practice in any state, from a chiropractor licensed to
4646 practice chiropractic in any state, from a physical therapist licensed to practice in
4747 any state, or from a Christian Science practitioner residing in this state and listed
4848 in the Christian Science journal certifying to the department that the resident is a
4949 person with a disability that limits or impairs the ability to walk, the department
5050 shall procure, issue and deliver to the disabled person plates of a special design in
5151 lieu of plates which ordinarily would be issued for the vehicle, and shall renew the
5252 plates. The plates shall be so designed as to readily apprise law enforcement officers
5353 of the fact that the vehicle is owned by a nonveteran disabled person and is entitled
5454 to the parking privileges specified in s. 346.50 (2a). No charge in addition to the
5555 registration fee shall be made for the issuance or renewal of such plates.
5656 SECTION 2. 341.14 (1e) (a) of the statutes is amended to read:

9090 health nurse certified or licensed to practice in any state, from a physician assistant
9191 licensed or certified to practice in any state, from a podiatrist licensed to practice in
9292 any state, from a chiropractor licensed to practice chiropractic in any state, from a
9393 physical therapist licensed to practice in any state, from a Christian Science
9494 practitioner residing in this state and listed in the Christian Science journal, or from
9595 the U.S. department of veterans affairs certifying to the department that the
9696 resident is a person with a disability that limits or impairs the ability to walk, the
9797 department shall procure, issue and deliver to the disabled person a plate of a special
9898 design in lieu of the plate which ordinarily would be issued for the motorcycle, and
9999 shall renew the plate. The statement shall state whether the disability is permanent
100100 or temporary and, if temporary, the opinion of the physician, advanced practice
101101 nurse, public health nurse, physician assistant, podiatrist, physical therapist,
102102 chiropractor, practitioner, or U.S. department of veterans affairs as to the duration
103103 of the disability. The plate shall be so designed as to readily apprise law enforcement
104104 officers of the fact that the motorcycle is owned by a disabled person and is entitled
105105 to the parking privileges specified in s. 346.50 (2a). No charge in addition to the
106106 registration fee may be made for the issuance or renewal of the plate.
107107 SECTION 3. 341.14 (1m) of the statutes is amended to read:
108108 341.14 (1m) If any licensed driver submits to the department a statement once
109109 every 4 years, as determined by the department, from a physician licensed to practice
110110 medicine in any state, from a public health nurse certified or licensed to practice in
111111 any state, from an advanced practice nurse licensed to practice nursing in any state,
112112 from a physician assistant licensed or certified to practice in any state, from a
113113 podiatrist licensed to practice in any state, from a chiropractor licensed to practice
114114 chiropractic in any state, from a physical therapist licensed to practice in any state,

142142 or from a Christian Science practitioner residing in this state and listed in the
143143 Christian Science journal certifying that another person who is regularly dependent
144144 on the licensed driver for transportation is a person with a disability that limits or
145145 impairs the ability to walk, the department shall issue and deliver to the licensed
146146 driver plates of a special design in lieu of the plates which ordinarily would be issued
147147 for the automobile or motor truck, dual purpose motor home or dual purpose farm
148148 truck having a gross weight of not more than 8,000 pounds, farm truck having a gross
149149 weight of not more than 12,000 pounds or motor home, and shall renew the plates.
150150 The plates shall be so designed as to readily apprise law enforcement officers of the
151151 fact that the vehicle is operated by a licensed driver on whom a disabled person is
152152 regularly dependent and is entitled to the parking privileges specified in s. 346.50
153153 (2a). No charge in addition to the registration fee may be made for the issuance or
154154 renewal of the plates. The plates shall conform to the plates required in sub. (1a).
155155 SECTION 4. 341.14 (1q) of the statutes is amended to read:
156156 341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
157157 purpose motor home or dual purpose farm truck which has a gross weight of not more
158158 than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
159159 pounds or a motor home, for an employee's use submits to the department a
160160 statement once every 4 years, as determined by the department, from a physician
161161 licensed to practice medicine in any state, from an advanced practice nurse licensed
162162 to practice nursing in any state, from a public health nurse certified or licensed to
163163 practice in any state, from a physician assistant licensed or certified to practice in
164164 any state, from a podiatrist licensed to practice in any state, from a physical therapist
165165 licensed to practice in any state, from a chiropractor licensed to practice chiropractic
166166 in any state, or from a Christian Science practitioner residing in this state and listed

198198 deliver to such employer plates of a special design in lieu of the plates which
199199 ordinarily would be issued for the vehicle, and shall renew the plates. The plates
200200 shall be so designed as to readily apprise law enforcement officers of the fact that the
201201 vehicle is operated by a disabled person and is entitled to the parking privileges
202202 specified in s. 346.50 (2a). No charge in addition to the registration fee may be made
203203 for the issuance or renewal of the plates. The plates shall conform to the plates
204204 required in sub. (1a).
205205 SECTION 5. 343.51 (1) of the statutes is amended to read:
206206 343.51 (1) Any person who qualifies for registration plates of a special design
207207 under s. 341.14 (1), (1a), (1m), or (1q) or any other person with a disability that limits
208208 or impairs the ability to walk may request from the department a special
209209 identification card that will entitle any motor vehicle parked by, or under the
210210 direction of, the person, or a motor vehicle operated by or on behalf of the
211211 organization when used to transport such a person, to parking privileges under s.
212212 346.50 (2), (2a), and (3). The department shall issue the card at a fee to be determined
213213 by the department, upon submission by the applicant, if the applicant is an
214214 individual rather than an organization, of a statement from a physician licensed to
215215 practice medicine in any state, from an advanced practice nurse licensed to practice
216216 nursing in any state, from a public health nurse certified or licensed to practice in
217217 any state, from a physician assistant licensed or certified to practice in any state,
218218 from a podiatrist licensed to practice in any state, from a chiropractor licensed to
219219 practice chiropractic in any state, from a physical therapist licensed to practice in
220220 any state, or from a Christian Science practitioner residing in this state and listed

248248 in the Christian Science journal that the person is a person with a disability that
249249 limits or impairs the ability to walk. The statement shall state whether the disability
250250 is permanent or temporary and, if temporary, the opinion of the physician, advanced
251251 practice nurse, public health nurse, physician assistant, podiatrist, physical
252252 therapist, chiropractor, or practitioner as to the duration of the disability. The
253253 department shall issue the card upon application by an organization on a form
254254 prescribed by the department if the department believes that the organization meets
255255 the requirements under this subsection.
256256 SECTION 6. 343.62 (4) (a) 4. of the statutes is amended to read:
257257 343.62 (4) (a) 4. The applicant submits with the application a statement
258258 completed within the immediately preceding 24 months, except as provided by rule,
259259 by a physician licensed to practice medicine in any state, from an advanced practice
260260 nurse licensed to practice nursing in any state, from a physician assistant licensed
261261 or certified to practice in any state, from a podiatrist licensed to practice in any state,
262262 from a chiropractor licensed to practice chiropractic in any state, from a physical
263263 therapist licensed to practice in any state, or from a Christian Science practitioner
264264 residing in this state, and listed in the Christian Science journal certifying that, in
265265 the medical care provider's judgment, the applicant is physically fit to teach driving.
