10	10	AN ACT to amend 341.14 (1a), 341.14 (1e) (a), 341.14 (1m), 341.14 (1q), 343.51
11	11	(1) and 343.62 (4) (a) 4. of the statutes; relating to: authorizing physical
12	12	therapists to make certifications for acquiring disabled parking plates and
13	13	cards.

15	15	This bill authorizes physical therapists to certify to the Department of
16	16	Transportation information necessary for a person to acquire a disabled parking
17	17	plate or card.
18	18	Under current law, a person with a disability that limits or impairs the ability
19	19	to walk may apply for and obtain from DOT special motor vehicle registration plates
20	20	or a special identification card entitling a motor vehicle used by the person to certain
21	21	parking privileges, including parking in spaces reserved for such vehicles. An
22	22	application for the special plate or card must contain required information from a
23	23	licensed physician, advanced practice nurse, public health nurse, physician
24	24	assistant, podiatrist, chiropractor, Christian Science practitioner, or the U.S.
25	25	Department of Veterans Affairs.

28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:

36	36	SECTION 1. 341.14 (1a) of the statutes is amended to read:
37	37	341.14 (1a) If any resident of this state, who is registering or has registered an
38	38	automobile, or a motor truck, dual purpose motor home or dual purpose farm truck
39	39	which has a gross weight of not more than 8,000 pounds, a farm truck which has a
40	40	gross weight of not more than 12,000 pounds or a motor home, submits a statement
41	41	once every 4 years, as determined by the department, from a physician licensed to
42	42	practice medicine in any state, from an advanced practice nurse licensed to practice
43	43	nursing in any state, from a public health nurse certified or licensed to practice in
44	44	any state, from a physician assistant licensed or certified to practice in any state,
45	45	from a podiatrist licensed to practice in any state, from a chiropractor licensed to
46	46	practice chiropractic in any state, from a physical therapist licensed to practice in
47	47	any state, or from a Christian Science practitioner residing in this state and listed
48	48	in the Christian Science journal certifying to the department that the resident is a
49	49	person with a disability that limits or impairs the ability to walk, the department
50	50	shall procure, issue and deliver to the disabled person plates of a special design in
51	51	lieu of plates which ordinarily would be issued for the vehicle, and shall renew the
52	52	plates. The plates shall be so designed as to readily apprise law enforcement officers
53	53	of the fact that the vehicle is owned by a nonveteran disabled person and is entitled
54	54	to the parking privileges specified in s. 346.50 (2a). No charge in addition to the
55	55	registration fee shall be made for the issuance or renewal of such plates.
56	56	SECTION 2. 341.14 (1e) (a) of the statutes is amended to read:
57	57	341.14 (1e) (a) If any resident of this state, who is registering or has registered
58	58	a motorcycle, submits a statement once every 4 years, as determined by the
59	59	department, from a physician licensed to practice medicine in any state, from an
60	60	advanced practice nurse licensed to practice nursing in any state, from a public

90	90	health nurse certified or licensed to practice in any state, from a physician assistant
91	91	licensed or certified to practice in any state, from a podiatrist licensed to practice in
92	92	any state, from a chiropractor licensed to practice chiropractic in any state, from a
93	93	physical therapist licensed to practice in any state, from a Christian Science
94	94	practitioner residing in this state and listed in the Christian Science journal, or from
95	95	the U.S. department of veterans affairs certifying to the department that the
96	96	resident is a person with a disability that limits or impairs the ability to walk, the
97	97	department shall procure, issue and deliver to the disabled person a plate of a special
98	98	design in lieu of the plate which ordinarily would be issued for the motorcycle, and
99	99	shall renew the plate. The statement shall state whether the disability is permanent
100	100	or temporary and, if temporary, the opinion of the physician, advanced practice
101	101	nurse, public health nurse, physician assistant, podiatrist, physical therapist,
102	102	chiropractor, practitioner, or U.S. department of veterans affairs as to the duration
103	103	of the disability. The plate shall be so designed as to readily apprise law enforcement
104	104	officers of the fact that the motorcycle is owned by a disabled person and is entitled
105	105	to the parking privileges specified in s. 346.50 (2a). No charge in addition to the
106	106	registration fee may be made for the issuance or renewal of the plate.
107	107	SECTION 3. 341.14 (1m) of the statutes is amended to read:
108	108	341.14 (1m) If any licensed driver submits to the department a statement once
109	109	every 4 years, as determined by the department, from a physician licensed to practice
110	110	medicine in any state, from a public health nurse certified or licensed to practice in
111	111	any state, from an advanced practice nurse licensed to practice nursing in any state,
112	112	from a physician assistant licensed or certified to practice in any state, from a
113	113	podiatrist licensed to practice in any state, from a chiropractor licensed to practice
114	114	chiropractic in any state, from a physical therapist licensed to practice in any state,

142	142	or from a Christian Science practitioner residing in this state and listed in the
143	143	Christian Science journal certifying that another person who is regularly dependent
144	144	on the licensed driver for transportation is a person with a disability that limits or
145	145	impairs the ability to walk, the department shall issue and deliver to the licensed
146	146	driver plates of a special design in lieu of the plates which ordinarily would be issued
147	147	for the automobile or motor truck, dual purpose motor home or dual purpose farm
148	148	truck having a gross weight of not more than 8,000 pounds, farm truck having a gross
149	149	weight of not more than 12,000 pounds or motor home, and shall renew the plates.
150	150	The plates shall be so designed as to readily apprise law enforcement officers of the
151	151	fact that the vehicle is operated by a licensed driver on whom a disabled person is
152	152	regularly dependent and is entitled to the parking privileges specified in s. 346.50
153	153	(2a). No charge in addition to the registration fee may be made for the issuance or
154	154	renewal of the plates. The plates shall conform to the plates required in sub. (1a).
155	155	SECTION 4. 341.14 (1q) of the statutes is amended to read:
156	156	341.14 (1q) If any employer who provides an automobile, or a motor truck, dual
157	157	purpose motor home or dual purpose farm truck which has a gross weight of not more
158	158	than 8,000 pounds, a farm truck which has a gross weight of not more than 12,000
159	159	pounds or a motor home, for an employee's use submits to the department a
160	160	statement once every 4 years, as determined by the department, from a physician
161	161	licensed to practice medicine in any state, from an advanced practice nurse licensed
162	162	to practice nursing in any state, from a public health nurse certified or licensed to
163	163	practice in any state, from a physician assistant licensed or certified to practice in
164	164	any state, from a podiatrist licensed to practice in any state, from a physical therapist
165	165	licensed to practice in any state, from a chiropractor licensed to practice chiropractic
166	166	in any state, or from a Christian Science practitioner residing in this state and listed

197	197	disability that limits or impairs the ability to walk, the department shall issue and
198	198	deliver to such employer plates of a special design in lieu of the plates which
199	199	ordinarily would be issued for the vehicle, and shall renew the plates. The plates
200	200	shall be so designed as to readily apprise law enforcement officers of the fact that the
201	201	vehicle is operated by a disabled person and is entitled to the parking privileges
202	202	specified in s. 346.50 (2a). No charge in addition to the registration fee may be made
203	203	for the issuance or renewal of the plates. The plates shall conform to the plates
204	204	required in sub. (1a).
205	205	SECTION 5. 343.51 (1) of the statutes is amended to read:
206	206	343.51 (1) Any person who qualifies for registration plates of a special design
207	207	under s. 341.14 (1), (1a), (1m), or (1q) or any other person with a disability that limits
208	208	or impairs the ability to walk may request from the department a special
209	209	identification card that will entitle any motor vehicle parked by, or under the
210	210	direction of, the person, or a motor vehicle operated by or on behalf of the
211	211	organization when used to transport such a person, to parking privileges under s.
212	212	346.50 (2), (2a), and (3). The department shall issue the card at a fee to be determined
213	213	by the department, upon submission by the applicant, if the applicant is an
214	214	individual rather than an organization, of a statement from a physician licensed to
215	215	practice medicine in any state, from an advanced practice nurse licensed to practice
216	216	nursing in any state, from a public health nurse certified or licensed to practice in
217	217	any state, from a physician assistant licensed or certified to practice in any state,
218	218	from a podiatrist licensed to practice in any state, from a chiropractor licensed to
219	219	practice chiropractic in any state, from a physical therapist licensed to practice in
220	220	any state, or from a Christian Science practitioner residing in this state and listed

248	248	in the Christian Science journal that the person is a person with a disability that
249	249	limits or impairs the ability to walk. The statement shall state whether the disability
250	250	is permanent or temporary and, if temporary, the opinion of the physician, advanced
251	251	practice nurse, public health nurse, physician assistant, podiatrist, physical
252	252	therapist, chiropractor, or practitioner as to the duration of the disability. The
253	253	department shall issue the card upon application by an organization on a form
254	254	prescribed by the department if the department believes that the organization meets
255	255	the requirements under this subsection.
256	256	SECTION 6. 343.62 (4) (a) 4. of the statutes is amended to read:
257	257	343.62 (4) (a) 4. The applicant submits with the application a statement
258	258	completed within the immediately preceding 24 months, except as provided by rule,
259	259	by a physician licensed to practice medicine in any state, from an advanced practice
260	260	nurse licensed to practice nursing in any state, from a physician assistant licensed
261	261	or certified to practice in any state, from a podiatrist licensed to practice in any state,
262	262	from a chiropractor licensed to practice chiropractic in any state, from a physical
263	263	therapist licensed to practice in any state, or from a Christian Science practitioner
264	264	residing in this state, and listed in the Christian Science journal certifying that, in
265	265	the medical care provider's judgment, the applicant is physically fit to teach driving.
