10	10	AN ACT to repeal 29.016 (4); and to create 29.016 (4) of the statutes; relating
11	11	to: the regulation of deer hunting in the northern forest zone.

13	13	This bill imposes certain restrictions on the Department of Natural Resources's
14	14	regulation of deer hunting in the northern forest zone deer management area.
15	15	Specifically, the bill prohibits DNR from establishing an open season for hunting
16	16	deer in the northern forest zone during which only the hunting of antlerless deer is
17	17	authorized. In addition, the bill prohibits DNR from issuing authorizations to kill
18	18	antlerless deer in the northern forest zone.
19	19	The bill prohibits DNR from issuing to a person more than one authorization
20	20	to kill an antlered deer in the northern forest zone during either an open season for
21	21	hunting deer with a muzzle-loading firearm or an open season for hunting deer with
22	22	a firearm. However, the bill provides that if a person is issued such an authorization
23	23	but does not use it for the season for which it was issued, the person may use it during
24	24	the other season.
25	25	Similarly, the bill prohibits DNR from issuing a person more than one
26	26	authorization to kill an antlered deer in the northern forest zone during either an
27	27	open season for hunting deer with a bow and arrow or an open season for hunting
28	28	deer with a crossbow. If a person is issued such an authorization but does not use
29	29	it during the season for which it was issued, the person may use it during the other
30	30	season.

35	35	The bill sunsets these restrictions after four years.
36	36	The people of the state of Wisconsin, represented in senate and assembly, do
37	37	enact as follows:
38	38	SECTION 1. 29.016 (4) of the statutes is created to read:
39	39	29.016 (4) If the department establishes a northern forest zone as a deer
40	40	management area, all of the following apply to the regulation of deer hunting in the
41	41	northern forest zone:
42	42	(a) The department may not establish an open season for hunting deer in the
43	43	northern forest zone during which only the hunting of antlerless deer is authorized.
44	44	(b) The department may not issue authorizations to kill antlerless deer in the
45	45	northern forest zone.
46	46	(c) The department may not issue to a person more than one authorization to
47	47	kill an antlered deer in the northern forest zone during either an open season for
48	48	hunting deer with a muzzle-loading firearm or an open season for hunting deer with
49	49	a firearm. If a person is issued an authorization to kill an antlered deer in the
50	50	northern forest zone during an open season for hunting deer with a muzzle-loading
51	51	firearm but does not use the authorization, the person may use the authorization
52	52	during an open season for hunting deer with a firearm in the northern forest zone,
53	53	and vice versa.
54	54	(d) The department may not issue to a person more than one authorization to
55	55	kill an antlered deer in the northern forest zone during either an open season for
56	56	hunting deer with a bow and arrow or an open season for hunting deer with a
57	57	crossbow. If a person is issued an authorization to kill an antlered deer in the
58	58	northern forest zone during an open season for hunting deer with a bow and arrow

86	86	versa.
87	87	SECTION 2. 29.016 (4) of the statutes, as created by 2023 Wisconsin Act .... (this
88	88	act), is repealed.
89	89	SECTION 3.0Initial applicability.
90	90	(1) The creation of s. 29.016 (4) first applies to an application for a hunting
91	91	approval submitted on the effective date of this subsection.
92	92	SECTION 4.0Effective dates. This act takes effect on the day after publication,
93	93	except as follows:
94	94	(1) The repeal of s. 29.016 (4) takes effect on the first day of the 49th month
95	95	beginning after publication.
