17 | 17 | | audit program, both administered by the Department of Natural Resources, and |

18 | 18 | | limits certain activities of DNR and local governments with regard to international |

---|
21 | 21 | | Under current law, DNR administers the green tier program, under which |
---|
22 | 22 | | qualified participants voluntarily agree to improve their environmental |
---|
23 | 23 | | performance in return for incentives provided by DNR. There are two tiers of |
---|
24 | 24 | | participation in the program, both of which require the participant to have an |
---|
25 | 25 | | environmental management system that meets certain requirements and to conduct |
---|
26 | 26 | | internal audits of the system. In addition, a tier II participant must commit to annual |
---|
27 | 27 | | audits of its environmental management system by DNR and must demonstrate that |
---|

37 | 37 | | in the program range from public recognition and use of a program logo by tier I |
---|
38 | 38 | | participants to negotiating reduced frequency of inspections by tier II participants. |

---|
40 | 40 | | Environmental compliance audit program |
---|
41 | 41 | | Under current law, DNR also administers the environmental compliance audit |
---|
42 | 42 | | program. Under the program, an entity that is subject to environmental regulations |
---|
43 | 43 | | may limit liability for certain violations by voluntarily submitting an environmental |
---|
44 | 44 | | compliance audit report to DNR that identifies corrective actions to be taken. If the |
---|
45 | 45 | | entity meets certain requirements, including remedying violations within specified |
---|
46 | 46 | | time frames, civil enforcement is deferred and criminal prosecution may be limited. |
---|
47 | 47 | | The bill repeals this program. |
---|
48 | 48 | | Governmental policies related to certain international organizations |
---|
49 | 49 | | Under the bill, no political subdivisions of this state may enter into an |
---|
50 | 50 | | agreement, provide moneys to, or receive moneys from a nongovernmental or |
---|
51 | 51 | | intergovernmental organization that is accredited or enlisted by the United Nations |
---|
52 | 52 | | to assist in the implementation of the 2030 Agenda, a resolution that was adopted |
---|
53 | 53 | | on September 25, 2015, by the General Assembly of the United Nations entitled |
---|
54 | 54 | | “Transforming our world: the 2030 Agenda for Sustainable Development.” |
---|
55 | 55 | | The bill also provides that neither DNR nor any political subdivision may adopt |
---|
56 | 56 | | or implement a policy recommendation that originated in or that is traceable to the |
---|
57 | 57 | | 2030 Agenda or any other international law or ancillary plan of action if the adoption |
---|
58 | 58 | | or implementation results in the infringement or restriction of private property |
---|
59 | 59 | | rights without due process or otherwise contravenes the U.S. Constitution or the |
---|
60 | 60 | | Constitution of the State of Wisconsin. |
