1212 AN ACT to create 20.235 (1) (kg), 20.292 (1) (fc), 20.505 (8) (hm) 13t., 38.04 (34)
1313 and 39.381 of the statutes; relating to: grants to technical college and tribal
1414 college students for apprenticeship expenses and making an appropriation.

1616 This bill creates grant programs under which the Technical College System
1717 Board and Higher Educational Aids Board may award grants of up to $1,500 to
1818 technical college students and tribal college students, respectively, who have
1919 undertaken an apprenticeship program in conjunction with their course of
2020 instruction at the technical college or tribal college.  These grants may be awarded
2121 only to pay for the students' actual materials expenses, such as the cost of tools,
2222 equipment, and clothing, associated with the apprenticeship program.  Among the
2323 requirements for a student to be eligible for a grant, the student must be enrolled in
2424 the apprenticeship program in the semester in which the grant is made and in the
2525 following semester.
2626 For further information see the state and local fiscal estimate, which will be
2727 printed as an appendix to this bill.
2828 The people of the state of Wisconsin, represented in senate and assembly, do
2929 enact as follows:
3030 SECTION 1. 20.005 (3) (schedule) of the statutes:  at the appropriate place, insert

4747 SECTION 2. 20.235 (1) (kg) of the statutes is created to read:
4848 20.235 (1) (kg)  Apprenticeship grants for tribal college students.  The amounts
4949 in the schedule for grants to tribal college students under s. 39.381.  All moneys
5050 transferred from the appropriation account under s. 20.505 (8) (hm) 13t. shall be
5151 credited to this appropriation account.  Notwithstanding s. 20.001 (3) (a), the
5252 unencumbered balance on June 30 of each year shall revert to the appropriation
5353 account under s. 20.505 (8) (hm).
5454 SECTION 3. 20.292 (1) (fc) of the statutes is created to read:
5555 20.292 (1) (fc)  Student apprenticeship grants.  The amounts in the schedule for
5656 grants to technical college students under s. 38.04 (34).
5757 SECTION 4. 20.505 (8) (hm) 13t. of the statutes is created to read:
5858 20.505 (8) (hm) 13t.  The amount transferred to s. 20.235 (1) (kg) shall be the
5959 amount in the schedule under s. 20.235 (1) (kg).
6060 SECTION 5. 38.04 (34) of the statutes is created to read:
6161 38.04 (34)  STUDENT APPRENTICESHIP GRANTS.  (a)  In this subsection,
6262 “apprenticeship program” has the meaning given in s. 106.001 (4).

9090 (b)  From the appropriation under s. 20.292 (1) (fc), the board shall award grants
9191 to students enrolled in technical colleges who have undertaken an apprenticeship
9292 program in conjunction with their course of instruction at the technical college.
9393 Grants may be awarded only to pay for the students' actual materials expenses, such
9494 as the cost of tools, equipment, and clothing, associated with the apprenticeship
9595 program.  Grants may not exceed $1,500 per student or the student's actual
9696 materials expenses, whichever is less.
9797 (c)  The board may not award a grant to a student under this subsection unless
9898 the student's application submitted to the board includes all of the following:
9999 1.  A recommendation form signed by the student's apprenticeship employer or
100100 another person in the trades.
101101 2.  A statement of how the award would help the student complete the student's
102102 apprenticeship program.
103103 3.  A statement signed by the student certifying all of the following:
104104 a.  That the student will be enrolled in the apprenticeship program in the
105105 following semester.
106106 b.  That the student will use the grant award to pay for materials expenses, such
107107 as the cost of tools, equipment, and clothing, that are directly related to the
108108 apprenticeship program.
109109 (d)  The board may not award a grant to a student under this subsection unless
110110 the board has verified the student's enrollment in the apprenticeship program in the
111111 semester in which the grant award is made.
112112 (e)  The board may not award grants under this subsection totaling more than
113113 $100,000 in any academic year.

140140 (f)  The board may structure the grants awarded under this subsection to create
141141 incentives for completing apprenticeship programs.
142142 SECTION 6. 39.381 of the statutes is created to read:
143143 39.381  Apprenticeship grants for tribal college students.  (1)  In this
144144 section:
145145 (a)  “Apprenticeship program” has the meaning given in s. 106.001 (4).
146146 (b)  “Tribal college" has the meaning given in s. 39.382 (1) (d).
147147 (2)  From the appropriation under s. 20.235 (1) (kg), the board shall award
148148 grants to students enrolled in tribal colleges who have undertaken an apprenticeship
149149 program in conjunction with their course of instruction at the tribal college.  Grants
150150 may be awarded only to pay for the students' actual materials expenses, such as the
151151 cost of tools, equipment, and clothing, associated with the apprenticeship program.
152152 Grants may not exceed $1,500 per student or the student's actual materials
153153 expenses, whichever is less.
154154 (3)  The board may not award a grant to a student under this section unless the
155155 student's application submitted to the board includes all of the following:

190190 2.  That the student will use the grant award to pay for materials expenses, such
191191 as the cost of tools, equipment, and clothing, that are directly related to the
192192 apprenticeship program.
193193 (4)  The board may not award a grant to a student under this section unless the
194194 board has verified the student's enrollment in the apprenticeship program in the
195195 semester in which the grant award is made.
196196 (5)  The board may not award grants under this section totaling more than
197197 $21,000 in any academic year.
198198 (6)  The board may structure the grants awarded under this section to create
199199 incentives for completing apprenticeship programs.
200200 SECTION 7.0Effective date.
201201 (1)  This act takes effect on the day after publication, or on the 2nd day after
202202 publication of the 2023 biennial budget act, whichever is later.
