12	12	AN ACT to amend 255.15 (4); and to create 255.15 (3) (d) of the statutes;
13	13	relating to: public health campaign for prevention of tobacco and electronic
14	14	cigarette use, grants to organizations working on youth vaping and cessation
15	15	services, and making an appropriation.

17	17	This bill provides funding to the Department of Health Services to develop and
18	18	carry out a public health campaign aimed at the prevention of initiation of tobacco
19	19	and electronic cigarette use. The bill also provides funding to DHS to distribute
20	20	grants to local and regional organizations working on youth vaping and providing
21	21	cessation services.
22	22	For further information see the state fiscal estimate, which will be printed as
23	23	an appendix to this bill.
24	24	The people of the state of Wisconsin, represented in senate and assembly, do
25	25	enact as follows:
26	26	SECTION 1. 255.15 (3) (d) of the statutes is created to read:
27	27	255.15 (3) (d) From the appropriation under s. 20.435 (1) (fm), the department
28	28	may develop and implement a public health campaign aimed at the prevention of

38	38	initiation of tobacco and electronic cigarette use and may award grants for local and
39	39	regional organizations working on youth vaping and providing cessation services.
40	40	SECTION 2. 255.15 (4) of the statutes is amended to read:
41	41	255.15 (4) REPORTS. Not later than April 15, 2002 2025, and annually
42	42	thereafter, the department shall submit to the governor and to the chief clerk of each
43	43	house of the legislature for distribution under s. 13.172 (2) a report that evaluates
44	44	the success of the grant program programs under sub. (3). The report shall specify
45	45	the number of grants awarded during the immediately preceding fiscal year and the
46	46	purpose for which each grant was made. The report shall also specify donations and
47	47	grants accepted by the department under sub. (5).
48	48	SECTION 3.0Fiscal changes.
49	49	(1) PUBLIC HEALTH CAMPAIGN AND GRANTS FOR VAPING PREVENTION AND CESSATION.
50	50	In the schedule under s. 20.005 (3) for the appropriation to the department of health
51	51	services under s. 20.435 (1) (fm), the dollar amount for fiscal year 2024-25 is
52	52	increased by $2,000,000 to fund a public health campaign aimed at the prevention
53	53	of initiation of tobacco and electronic cigarette use and for grants for local and
54	54	regional organizations working on youth vaping and providing cessation services.
