99 AN ACT relating to: funding for supplemental payments to hospitals with
1010 avoidable patient days under the Medical Assistance program, for enhanced
1111 nursing home reimbursement rates under the Medical Assistance program for
1212 residents with bariatric and extensive wound care needs, and for the complex
1313 patient pilot program.

1515 This bill increases the appropriation moneys available to the Department of
1616 Health Services by $20,000,000 during the 2023-25 fiscal biennium to fund the state
1717 share for supplemental payments under the Medical Assistance program to
1818 hospitals with avoidable patient days and by $10,000,000 during the 2023-25 fiscal
1919 biennium to fund an enhanced reimbursement rate under the Medical Assistance
2020 program for addressing the needs of nursing home residents with bariatric and
2121 extensive wound care needs. The bill also increases the appropriation moneys
2222 available to DHS by $15,000,000 during the 2023-25 fiscal biennium to provide
2323 funding for the complex patient pilot program, while decreasing the amount
2424 appropriated to the Joint Committee on Finance for supplemental appropriations for
2525 fiscal year 2023-24 by $5,000,000 to adjust for moneys that were previously
2626 appropriated to JCF in the 2023 biennial budget act for the complex patient pilot

3737 The people of the state of Wisconsin, represented in senate and assembly, do
3838 enact as follows:
3939 SECTION 1.0Fiscal changes.
4040 (1) SUPPLEMENTAL PAYMENTS FOR HOSPITALS WITH AVOIDABLE PATIENT DAYS. In the
4141 schedule under s. 20.005 (3) for the appropriation to the department of health
4242 services under s. 20.435 (4) (b), the dollar amount for fiscal year 2023-24 is increased
4343 by $20,000,000 to fund the state share for supplemental payments under the Medical
4444 Assistance program to hospitals with avoidable patient days.
4545 (2) NURSING HOME ENHANCED RATE. In the schedule under s. 20.005 (3) for the
4646 appropriation to the department of health services under s. 20.435 (4) (b), the dollar
4747 amount for fiscal year 2023-24 is increased by $10,000,000 to fund an enhanced
4848 reimbursement rate under the Medical Assistance program for addressing the needs
4949 of nursing home residents with bariatric and extensive wound care needs.
5050 (3) JOINT COMMITTEE ON FINANCE ADJUSTMENT RELATING TO THE COMPLEX PATIENT
5151 PILOT PROGRAM. In the schedule under s. 20.005 (3) for the appropriation to the joint
5252 committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
5353 2023-24 is decreased by $5,000,000 to adjust the funding previously provided in the
5454 2023 biennial budget act for the complex patient pilot program.
5555 (4) COMPLEX PATIENT PILOT PROGRAM. In the schedule under s. 20.005 (3) for the
5656 appropriation to the department of health services under s. 20.435 (7) (d), the dollar
5757 amount for fiscal year 2023-24 is increased by $15,000,000 to provide funding for the
5858 complex patient pilot program.
