9	9	AN ACT relating to: funding for supplemental payments to hospitals with
10	10	avoidable patient days under the Medical Assistance program, for enhanced
11	11	nursing home reimbursement rates under the Medical Assistance program for
12	12	residents with bariatric and extensive wound care needs, and for the complex
13	13	patient pilot program.

15	15	This bill increases the appropriation moneys available to the Department of
16	16	Health Services by $20,000,000 during the 2023-25 fiscal biennium to fund the state
17	17	share for supplemental payments under the Medical Assistance program to
18	18	hospitals with avoidable patient days and by $10,000,000 during the 2023-25 fiscal
19	19	biennium to fund an enhanced reimbursement rate under the Medical Assistance
20	20	program for addressing the needs of nursing home residents with bariatric and
21	21	extensive wound care needs. The bill also increases the appropriation moneys
22	22	available to DHS by $15,000,000 during the 2023-25 fiscal biennium to provide
23	23	funding for the complex patient pilot program, while decreasing the amount
24	24	appropriated to the Joint Committee on Finance for supplemental appropriations for
25	25	fiscal year 2023-24 by $5,000,000 to adjust for moneys that were previously
26	26	appropriated to JCF in the 2023 biennial budget act for the complex patient pilot
27	27	program.

37	37	The people of the state of Wisconsin, represented in senate and assembly, do
38	38	enact as follows:
39	39	SECTION 1.0Fiscal changes.
40	40	(1) SUPPLEMENTAL PAYMENTS FOR HOSPITALS WITH AVOIDABLE PATIENT DAYS. In the
41	41	schedule under s. 20.005 (3) for the appropriation to the department of health
42	42	services under s. 20.435 (4) (b), the dollar amount for fiscal year 2023-24 is increased
43	43	by $20,000,000 to fund the state share for supplemental payments under the Medical
44	44	Assistance program to hospitals with avoidable patient days.
45	45	(2) NURSING HOME ENHANCED RATE. In the schedule under s. 20.005 (3) for the
46	46	appropriation to the department of health services under s. 20.435 (4) (b), the dollar
47	47	amount for fiscal year 2023-24 is increased by $10,000,000 to fund an enhanced
48	48	reimbursement rate under the Medical Assistance program for addressing the needs
49	49	of nursing home residents with bariatric and extensive wound care needs.
50	50	(3) JOINT COMMITTEE ON FINANCE ADJUSTMENT RELATING TO THE COMPLEX PATIENT
51	51	PILOT PROGRAM. In the schedule under s. 20.005 (3) for the appropriation to the joint
52	52	committee on finance under s. 20.865 (4) (a), the dollar amount for fiscal year
53	53	2023-24 is decreased by $5,000,000 to adjust the funding previously provided in the
54	54	2023 biennial budget act for the complex patient pilot program.
55	55	(4) COMPLEX PATIENT PILOT PROGRAM. In the schedule under s. 20.005 (3) for the
56	56	appropriation to the department of health services under s. 20.435 (7) (d), the dollar
57	57	amount for fiscal year 2023-24 is increased by $15,000,000 to provide funding for the
58	58	complex patient pilot program.
