13 | 13 | | Under current law, the state superintendent must reimburse a school board or |
---|
14 | 14 | | the governing body of a private school or tribal school for each breakfast served at |
---|
15 | 15 | | a school that meets certain federal regulatory requirements. Current law contains |
---|
16 | 16 | | a reference to a federal regulation that was, by rule, deleted and incorporated into |
---|
17 | 17 | | current federal school breakfast regulations. This bill removes that reference. |
---|
18 | 18 | | The bill repeals a provision that 1) until the end of the 1971-72 school year, |
---|
19 | 19 | | prohibited the issuance of a certificate or license to teach in any public school unless |
---|
20 | 20 | | the applicant had completed two years of post-high school education devoted to |
---|
21 | 21 | | pedagogical instruction and training; and 2) allowed any teacher who taught in any |
---|
22 | 22 | | public school during or before the 1937-38 school year to continue to teach in public |
---|
23 | 23 | | schools without complying with that educational requirement. |

35 | 35 | | proposal, requested by the Department of Public Instruction and introduced by the Law |

36 | 36 | | Revision Committee under s. 13.83 (1) (c) 4. and 5., stats. After careful consideration of |
---|
37 | 37 | | the various provisions of the bill, the Law Revision Committee has determined that this |
---|
38 | 38 | | bill makes minor substantive changes in the statutes, and that these changes are |
---|
39 | 39 | | desirable as a matter of public policy. |

40 | 40 | | SECTION 1. 115.28 (7) (a) of the statutes, as affected by 2023 Wisconsin Act 20, |
---|
41 | 41 | | is amended to read: |

42 | 42 | | 115.28 (7) (a) License all teachers for the public schools of the state; make rules |
---|
43 | 43 | | establishing standards of attainment and procedures for the examination and |
---|
44 | 44 | | licensing of teachers within the limits prescribed in ss. 118.19 (2) and (3), 118.191, |
---|
45 | 45 | | 118.1915, 118.192, 118.193, 118.194, 118.195, and 118.197; prescribe by rule |
---|
46 | 46 | | standards, requirements, and procedures for the approval of teacher preparatory |
---|
47 | 47 | | programs leading to licensure, including a requirement that, to be approved by the |
---|
48 | 48 | | state superintendent, a teacher preparatory program shall demonstrate that it |
---|
49 | 49 | | provides instruction that prepares teachers to teach reading and language arts using |
---|
50 | 50 | | science-based early reading instruction, as defined in s. 118.015 (1c) (b), and does not |
---|
51 | 51 | | provide instruction on teaching reading and language arts that incorporates |
---|
52 | 52 | | 3-cueing, as defined in s. 118.015 (1c) (c), and a requirement that, beginning on July |
---|
53 | 53 | | 1, 2012, and annually thereafter, each teacher preparatory program located in this |
---|
54 | 54 | | state shall submit to the department a list of individuals who have completed the |
---|
55 | 55 | | program and who have been recommended by the program for licensure under this |
---|
56 | 56 | | subsection, together with each individual's date of program completion, from each |
---|
57 | 57 | | term or semester of the program's most recently completed academic year; file in the |
---|
58 | 58 | | state superintendent's office all papers relating to state teachers' licenses; and |
---|
59 | 59 | | register each such license. |
