33 2023 - 2024 LEGISLATURE
44 2023 ASSEMBLY BILL 1103
55 February 20, 2024 - Introduced by LAW REVISION COMMITTEE. Referred to
66 Committee on Rules.
77 ***AUTHORS SUBJECT TO CHANGE***
88 AN ACT to repeal 118.19 (2); and to amend 115.28 (7) (a) and 115.341 (1) of the
99 statutes; relating to: requirements for school breakfast reimbursement and
1010 repealing a teaching license requirement (suggested as remedial legislation by
1111 the Department of Public Instruction).
1212 Analysis by the Legislative Reference Bureau
1313 Under current law, the state superintendent must reimburse a school board or
1414 the governing body of a private school or tribal school for each breakfast served at
1515 a school that meets certain federal regulatory requirements. Current law contains
1616 a reference to a federal regulation that was, by rule, deleted and incorporated into
1717 current federal school breakfast regulations. This bill removes that reference.
1818 The bill repeals a provision that 1) until the end of the 1971-72 school year,
1919 prohibited the issuance of a certificate or license to teach in any public school unless
2020 the applicant had completed two years of post-high school education devoted to
2121 pedagogical instruction and training; and 2) allowed any teacher who taught in any
2222 public school during or before the 1937-38 school year to continue to teach in public
2323 schools without complying with that educational requirement.
