1111 AN ACT to amend 38.04 (9) and 38.12 (9) of the statutes; relating to: technical
1212 college fire fighter courses.
1313 Analysis by the Legislative Reference Bureau
1414 Under current law, the Technical College System Board may establish and
1515 supervise training programs in fire prevention and protection, which must be made
1616 available to members of volunteer and paid fire departments. Also under current
1717 law, technical college district boards must make available to members of volunteer
1818 and paid fire departments in the district a fire fighting training program approved
1919 by the Technical College System Board. This bill requires the Technical College
2020 System Board and the technical college district boards to include in provided
2121 programs different course modules to account for different fire fighter focuses, and
2222 to differentiate any provided fire fighting training program based on whether the
2323 training is for volunteer fire fighting officers or paid, full-time fire fighting officers.

2626 The people of the state of Wisconsin, represented in senate and assembly, do
2727 enact as follows:
2828 SECTION 1. 38.04 (9) of the statutes is amended to read:
2929 38.04 (9) TRAINING PROGRAMS FOR FIRE FIGHTERS. In order to promote safety to
3030 life and property, the board may establish and supervise training programs in fire

3838 prevention and protection. The programs shall include training in responding to acts
3939 of terrorism, as defined in s. 256.15 (1) (ag), and shall be available to members of
4040 volunteer and paid fire departments maintained by public and private agencies,
4141 including industrial plants. The programs shall include different course modules to
4242 account for different fire fighter focuses. Programs directed towards fire fighter
4343 officers shall differentiate based on whether the training is for volunteer fire fighting
4444 officers or paid, full-time fire fighting officers. No training program required for
4545 participation in structural fire fighting that is offered to members of volunteer and
4646 paid fire departments maintained by public agencies may require more than 60
4747 hours of training.
4848 SECTION 2. 38.12 (9) of the statutes is amended to read:
4949 38.12 (9) FIRE FIGHTER TRAINING PROGRAMS. The district board shall make
5050 available to members of volunteer and paid fire departments maintained by cities,
5151 villages and towns located in the district a fire fighter training program approved by
5252 the board and funded under s. 20.292 (1) (gr). The program shall include different
5353 course modules to account for different fire fighter focuses. Programs directed
5454 towards fire fighter officers shall differentiate based on whether the training is for
5555 volunteer fire fighting officers or paid, full-time fire fighting officers. No district
5656 board may charge a fee for training provided under this subsection.
