8	8	AN ACT to create 20.192 (1) (c) and 238.24 of the statutes; relating to: grants
9	9	to small- or medium-sized manufacturers for the purchase of advanced
10	10	manufacturing technology hardware and software and making an
11	11	appropriation.

13	13	This bill requires the Wisconsin Economic Development Corporation to award
14	14	grants to small- or medium-sized manufacturers headquartered in Wisconsin for
15	15	the purchase of advanced manufacturing technology hardware and software. No
16	16	grant awarded under the bill may exceed 33 percent of the purchase price paid by the
17	17	manufacturer for the hardware and software or $200,000, whichever is less, and the
18	18	manufacturer is required to have established an advanced technology adoption
19	19	implementation plan approved by the Wisconsin Center for Manufacturing and
20	20	Productivity, Inc., that includes the purchase of the hardware and software that is
21	21	subject to the grant and requires that such hardware and software be utilized in
22	22	Wisconsin. Under the bill, WEDC must coordinate with the Wisconsin Center for
23	23	Manufacturing and Productivity to implement the grant program.

26	26	The people of the state of Wisconsin, represented in senate and assembly, do
27	27	enact as follows:

34	34	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
35	35	the following amounts for the purposes indicated:

42	42	SECTION 2. 20.192 (1) (c) of the statutes is created to read:
43	43	20.192 (1) (c) Manufacturing modernization grants. The amounts in the
44	44	schedule for grants to small- or medium-sized manufacturers for the purchase of
45	45	advanced manufacturing technology hardware and software under s. 238.24 and for
46	46	administration of those grants.
47	47	SECTION 3. 238.24 of the statutes is created to read:
48	48	238.24 Manufacturing modernization grant program. (1) DEFINITION.
49	49	In this section, “small- or medium-sized manufacturer” means a manufacturer
50	50	headquartered in this state who had $50 million or less in gross revenues in the
51	51	manufacturer's fiscal year immediately preceding the date of the manufacturer's
52	52	application for a grant under this section.
53	53	(2) GRANTS. (a) From the appropriation under s. 20.192 (1) (c), the corporation
54	54	may award grants to small- or medium-sized manufacturers for the purchase of
55	55	advanced manufacturing technology hardware and software.

81	81	(b) No grant awarded under this section may exceed 33 percent of the purchase
82	82	price paid by the small- or medium-sized manufacturer for the hardware and
83	83	software or $200,000, whichever is less.
84	84	(c) The corporation may not award a grant under this section unless the small-
85	85	or medium-sized manufacturer has established an advanced technology adoption
86	86	implementation plan approved by the Wisconsin Center for Manufacturing and
87	87	Productivity, Inc., that includes the purchase of the hardware and software that is
88	88	subject to the grant and requires that all such hardware and software be utilized in
89	89	this state.
90	90	(3) COLLABORATION. In implementing the grant program under this section, the
91	91	corporation shall coordinate with the Wisconsin Center for Manufacturing and
92	92	Productivity, Inc.
