1111 AN ACT to create 20.285 (1) (cm) and 36.25 (56) of the statutes; relating to:
1212 creating a journalism fellowship program in the University of Wisconsin
1313 System and making an appropriation.
1414 Analysis by the Legislative Reference Bureau
1515 This bill creates a journalism fellowship program in the University of
1616 Wisconsin System under which 25 fellows are matched with participating
1717 newsrooms for a one-year fellowship. Each fellow, who must hold a two-year or
1818 four-year degree in journalism, media, communications, or a similar program at an
1919 institution of higher education, receives a salary of $40,000. In an application to be
2020 a fellow or a participating newsroom, the applicant must demonstrate how the
2121 applicant's participation in the program will help increase access to high quality local
2222 journalism, bolster media literacy, meet state residents' civic information needs, or
2323 a combination of these.
2424 For further information see the state fiscal estimate, which will be printed as
2525 an appendix to this bill.
2626 The people of the state of Wisconsin, represented in senate and assembly, do
2727 enact as follows:
2828 SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
2929 the following amounts for the purposes indicated:

4242 SECTION 2. 20.285 (1) (cm) of the statutes is created to read:
4343 20.285 (1) (cm) Journalism fellowship program. The amounts in the schedule
4444 for the journalism fellowship program under s. 36.25 (56).
4545 SECTION 3. 36.25 (56) of the statutes is created to read:
4646 36.25 (56) JOURNALISM FELLOWSHIP PROGRAM. (a) The board shall establish a
4747 journalism fellowship program that matches individuals with journalism degrees to
4848 local newsrooms.
4949 (b) The board shall establish a committee to select participating fellows and
5050 newsrooms for the program and to match these fellows and newsrooms. This
5151 selection committee shall consist of the following:
5252 1. Three members who hold a faculty position in the system in the field of
5353 journalism or communications, appointed by the system president.
5454 2. One member employed in the journalism industry, appointed by a majority
5555 of the members specified in subd. 1.
5656 3. One member employed in the technology industry, appointed by a majority
5757 of the members specified in subd. 1.
5858 (c) The selection committee shall evaluate applications to be a fellow and to be
5959 a participating newsroom under the program. The application shall require each
6060 applicant to demonstrate how the applicant's participation in the program will help

8888 increase access to high quality local journalism, bolster media literacy, meet state
8989 residents' civic information needs, or a combination of these. To be eligible for a
9090 fellowship, an applicant must have completed a 2-year or 4-year degree in
9191 journalism, media, communications, or a similar program at an institution of higher
9292 education.
9393 (d) Based on the recommendations of the selection committee, the board shall
9494 annually award 25 one-year fellowships providing each fellow with a salary of
9595 $40,000.
9696 (e) The program under this subsection shall be funded from the appropriation
9797 account under s. 20.285 (1) (cm).
9898 SECTION 4.0Nonstatutory provisions.
9999 (1) The authorized FTE positions for the University of Wisconsin System are
100100 increased by 25.0 GPR positions on July 1, 2024, to be funded from the appropriation
101101 under s. 20.285 (1) (cm), for the journalism fellows under s. 36.25 (56).
