11	11	AN ACT to create 20.285 (1) (cm) and 36.25 (56) of the statutes; relating to:
12	12	creating a journalism fellowship program in the University of Wisconsin
13	13	System and making an appropriation.

15	15	This bill creates a journalism fellowship program in the University of
16	16	Wisconsin System under which 25 fellows are matched with participating
17	17	newsrooms for a one-year fellowship. Each fellow, who must hold a two-year or
18	18	four-year degree in journalism, media, communications, or a similar program at an
19	19	institution of higher education, receives a salary of $40,000. In an application to be
20	20	a fellow or a participating newsroom, the applicant must demonstrate how the
21	21	applicant's participation in the program will help increase access to high quality local
22	22	journalism, bolster media literacy, meet state residents' civic information needs, or
23	23	a combination of these.

25	25	an appendix to this bill.
26	26	The people of the state of Wisconsin, represented in senate and assembly, do
27	27	enact as follows:
28	28	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
29	29	the following amounts for the purposes indicated:

42	42	SECTION 2. 20.285 (1) (cm) of the statutes is created to read:
43	43	20.285 (1) (cm) Journalism fellowship program. The amounts in the schedule
44	44	for the journalism fellowship program under s. 36.25 (56).
45	45	SECTION 3. 36.25 (56) of the statutes is created to read:
46	46	36.25 (56) JOURNALISM FELLOWSHIP PROGRAM. (a) The board shall establish a
47	47	journalism fellowship program that matches individuals with journalism degrees to
48	48	local newsrooms.
49	49	(b) The board shall establish a committee to select participating fellows and
50	50	newsrooms for the program and to match these fellows and newsrooms. This
51	51	selection committee shall consist of the following:
52	52	1. Three members who hold a faculty position in the system in the field of
53	53	journalism or communications, appointed by the system president.
54	54	2. One member employed in the journalism industry, appointed by a majority
55	55	of the members specified in subd. 1.
56	56	3. One member employed in the technology industry, appointed by a majority
57	57	of the members specified in subd. 1.
58	58	(c) The selection committee shall evaluate applications to be a fellow and to be
59	59	a participating newsroom under the program. The application shall require each
60	60	applicant to demonstrate how the applicant's participation in the program will help

88	88	increase access to high quality local journalism, bolster media literacy, meet state
89	89	residents' civic information needs, or a combination of these. To be eligible for a
90	90	fellowship, an applicant must have completed a 2-year or 4-year degree in
91	91	journalism, media, communications, or a similar program at an institution of higher
92	92	education.
93	93	(d) Based on the recommendations of the selection committee, the board shall
94	94	annually award 25 one-year fellowships providing each fellow with a salary of
95	95	$40,000.
96	96	(e) The program under this subsection shall be funded from the appropriation
97	97	account under s. 20.285 (1) (cm).
98	98	SECTION 4.0Nonstatutory provisions.
99	99	(1) The authorized FTE positions for the University of Wisconsin System are
100	100	increased by 25.0 GPR positions on July 1, 2024, to be funded from the appropriation
101	101	under s. 20.285 (1) (cm), for the journalism fellows under s. 36.25 (56).
