AN ACT relating to: grants for crisis intervention teams and making an
appropriation.
Analysis by the Legislative Reference Bureau
This bill provides $1,000,000 for the Department of Health Services to award
grants to counties, cities, towns, villages, and American Indian tribes or bands in this
state in the 2023-25 fiscal biennium for the staffing of law enforcement agencies
with mental health crisis intervention teams.  Under current law, DHS must award
grants totaling $1,000,000 in each fiscal biennium for mental health crisis
intervention team training for law enforcement agencies and correctional officers.

an appendix to this bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
SECTION 1.0Nonstatutory provisions.
(1) From the appropriation under s. 20.435 (5) (cd), in the 2023-25 fiscal
biennium, the department of health services shall award grants, as determined by
the department of health services, in the total amount of $1,000,000 to counties,

cities, towns, villages, and American Indian tribes or bands in this state for the
staffing of law enforcement agencies with mental health crisis intervention teams.
SECTION 2.0Fiscal changes.
(1) In the schedule under s. 20.005 (3) for the appropriation to the department
of health services under s. 20.435 (5) (cd), the dollar amount for fiscal year 2023-24
is increased by $1,000,000 to award the grants under SECTION 1 (1) of this act.
SECTION 3.0Effective date.
(1) This act takes effect on the day after publication, or on the 2nd day after
publication of the 2023 biennial budget act, whichever is later.
