16 | 16 | | enforcement officers during encounters with others in a manner that de-emphasizes |

17 | 17 | | the value of human life or constitutional rights, the result of which increases an |

18 | 18 | | officer's likelihood or willingness to use deadly force.” |

19 | 19 | | The bill prohibits 1) law enforcement agencies from providing or arranging for |
---|
20 | 20 | | warrior-style training of law enforcement officers, 2) law enforcement agencies or |

21 | 21 | | state agencies from reimbursing law enforcement officers or collective bargaining |

22 | 22 | | units that include law enforcement officers for any expenditures made to provide or |

23 | 23 | | arrange for warrior-style training, and 3) law enforcement agencies or state |

24 | 24 | | agencies from contracting for services with organizations that provide warrior-style |

35 | 35 | | SECTION 1. 66.0511 (title) of the statutes is amended to read: |

36 | 36 | | 66.0511 (title) Law enforcement agency policies on use of force and |
---|
37 | 37 | | citizen complaint procedures agencies. |

38 | 38 | | SECTION 2. 66.0511 (4) of the statutes is created to read: |
---|
39 | 39 | | 66.0511 (4) WARRIOR-STYLE TRAINING. (a) In this subsection: |
---|
40 | 40 | | 1. “State agency” means an association, authority, board, department, |
---|
41 | 41 | | commission, independent agency, institution, office, society, or other body in state |
---|
42 | 42 | | government created or authorized to be created by the constitution or any law, |
---|
43 | 43 | | including the legislature and the courts. |
---|
44 | 44 | | 2. “Warrior-style training” means training for law enforcement officers that |
---|
45 | 45 | | dehumanizes people or encourages aggressive conduct by law enforcement officers |
---|
46 | 46 | | during encounters with others in a manner that de-emphasizes the value of human |
---|
47 | 47 | | life or constitutional rights, the result of which increases an officer's likelihood or |
---|
48 | 48 | | willingness to use deadly force. |
---|
49 | 49 | | (b) 1. A law enforcement agency may not provide or arrange for warrior-style |
---|
50 | 50 | | training of law enforcement officers. |
---|
51 | 51 | | 2. A law enforcement agency or the law enforcement standards board or any |
---|
52 | 52 | | other state agency may not reimburse a law enforcement officer or a collective |
---|
53 | 53 | | bargaining unit that includes law enforcement officers for any expenditures made |
---|
54 | 54 | | to provide or arrange for warrior-style training of law enforcement officers. |
---|
55 | 55 | | 3. Notwithstanding s. 66.0901 (1m), a law enforcement agency or the law |
---|
56 | 56 | | enforcement standards board or any other state agency may not contract for services |
---|
57 | 57 | | with an organization that provides warrior-style training of law enforcement |
---|
58 | 58 | | officers. |
---|
59 | 59 | | 4. This subsection does not prohibit any of the following: |

102 | 102 | | SECTION 5. 165.85 (5) (e) of the statutes is created to read: |

103 | 103 | | 165.85 (5) (e) The board may not reimburse expenses under this subsection to |

104 | 104 | | a law enforcement officer, state agency, as defined in s. 66.0511 (4) (a) 1., or political |
---|
105 | 105 | | subdivision for a course involving warrior-style training. This paragraph does not |

106 | 106 | | prohibit the board from reimbursing expenses for a course consisting entirely of |
