9	9	AN ACT to amend 66.0511 (title); and to create 66.0511 (4), 165.85 (2) (h), 165.85
10	10	(4) (a) 9. and 165.85 (5) (e) of the statutes; relating to: warrior-style training
11	11	of law enforcement officers.

13	13	This bill prohibits certain governmental activities related to “warrior-style
14	14	training.” “Warrior-style training” is defined as “training for law enforcement
15	15	officers that dehumanizes people or encourages aggressive conduct by law
16	16	enforcement officers during encounters with others in a manner that de-emphasizes
17	17	the value of human life or constitutional rights, the result of which increases an
18	18	officer's likelihood or willingness to use deadly force.”
19	19	The bill prohibits 1) law enforcement agencies from providing or arranging for
20	20	warrior-style training of law enforcement officers, 2) law enforcement agencies or
21	21	state agencies from reimbursing law enforcement officers or collective bargaining
22	22	units that include law enforcement officers for any expenditures made to provide or
23	23	arrange for warrior-style training, and 3) law enforcement agencies or state
24	24	agencies from contracting for services with organizations that provide warrior-style
25	25	training of law enforcement officers.

28	28	The people of the state of Wisconsin, represented in senate and assembly, do
29	29	enact as follows:

35	35	SECTION 1. 66.0511 (title) of the statutes is amended to read:
36	36	66.0511 (title) Law enforcement agency policies on use of force and
37	37	citizen complaint procedures agencies.
38	38	SECTION 2. 66.0511 (4) of the statutes is created to read:
39	39	66.0511 (4) WARRIOR-STYLE TRAINING. (a) In this subsection:
40	40	1. “State agency” means an association, authority, board, department,
41	41	commission, independent agency, institution, office, society, or other body in state
42	42	government created or authorized to be created by the constitution or any law,
43	43	including the legislature and the courts.
44	44	2. “Warrior-style training” means training for law enforcement officers that
45	45	dehumanizes people or encourages aggressive conduct by law enforcement officers
46	46	during encounters with others in a manner that de-emphasizes the value of human
47	47	life or constitutional rights, the result of which increases an officer's likelihood or
48	48	willingness to use deadly force.
49	49	(b) 1. A law enforcement agency may not provide or arrange for warrior-style
50	50	training of law enforcement officers.
51	51	2. A law enforcement agency or the law enforcement standards board or any
52	52	other state agency may not reimburse a law enforcement officer or a collective
53	53	bargaining unit that includes law enforcement officers for any expenditures made
54	54	to provide or arrange for warrior-style training of law enforcement officers.
55	55	3. Notwithstanding s. 66.0901 (1m), a law enforcement agency or the law
56	56	enforcement standards board or any other state agency may not contract for services
57	57	with an organization that provides warrior-style training of law enforcement
58	58	officers.
59	59	4. This subsection does not prohibit any of the following:

89	89	a. A law enforcement agency from providing or arranging for training of law
90	90	enforcement officers in aikido.
91	91	b. A law enforcement agency or a state agency from reimbursing a law
92	92	enforcement officer or a collective bargaining unit for training law enforcement
93	93	officers in aikido.
94	94	SECTION 3. 165.85 (2) (h) of the statutes is created to read:
95	95	165.85 (2) (h) “Warrior-style training” has the meaning given in s. 66.0511 (4)
96	96	(a) 2.
97	97	SECTION 4. 165.85 (4) (a) 9. of the statutes is created to read:
98	98	165.85 (4) (a) 9. The board may not provide certification or recertification credit
99	99	to a law enforcement officer for training received in a course involving warrior-style
100	100	training. This subdivision does not prohibit the board from providing credit for a
101	101	course consisting entirely of aikido training.
102	102	SECTION 5. 165.85 (5) (e) of the statutes is created to read:
103	103	165.85 (5) (e) The board may not reimburse expenses under this subsection to
104	104	a law enforcement officer, state agency, as defined in s. 66.0511 (4) (a) 1., or political
105	105	subdivision for a course involving warrior-style training. This paragraph does not
106	106	prohibit the board from reimbursing expenses for a course consisting entirely of
107	107	aikido training.
