13 | 13 | | This bill requires the Department of Workforce Development to study the |
---|
14 | 14 | | creation of a job guarantee and full employment grant program. Under the program, |
---|
15 | 15 | | DWD and municipalities provide grants to public and nonprofit employers in the |
---|
16 | 16 | | care economy to provide certain job opportunities in positions covered by a collective |
---|
17 | 17 | | bargaining unit to individuals with disabilities, heads of households with incomes |
---|
18 | 18 | | that are 150 percent or less than the federal poverty line, individuals who have been |
---|
19 | 19 | | unemployed for extended periods, individuals who were previously incarcerated, |
---|
20 | 20 | | and individuals between 18 and 24 years old. The bill requires DWD to submit a |
---|
21 | 21 | | report with the findings and recommendations. |

26 | 26 | | SECTION 1.0Nonstatutory provisions. |
---|
27 | 27 | | (1) JOB GUARANTEE AND FULL EMPLOYMENT GRANT STUDY. The department of |
---|
28 | 28 | | workforce development shall conduct a study of the requirements to create a grant |

---|
37 | 37 | | municipality to award grants to public and nonprofit entities in the care economy to |
---|
38 | 38 | | create and offer guaranteed jobs in positions that are covered by a collective |
---|
39 | 39 | | bargaining agreement, for at least 100 days of 8 hours per day at a pay rate of $20 |
---|
40 | 40 | | per hour. In this subsection, “care economy” means job sectors that prioritize care |
---|
41 | 41 | | for people, communities, and the environment, and includes health care, child care, |
---|
42 | 42 | | elder and disability care, social services, public transportation, sustainability, |
---|
43 | 43 | | conservation or climate change mitigation, public infrastructure, education, public |
---|
44 | 44 | | and social housing, and criminal legal reform. The study shall determine the number |
---|
45 | 45 | | of positions required, the cost, the number of individuals who would be eligible for |
---|
46 | 46 | | a position under the grant program, paid training strategies for jobs offered under |
---|
47 | 47 | | the program, and strategies to create pathways to and opportunities for full-time |
---|
48 | 48 | | employment. Eligible employers would be able to use grant money to create and offer |
---|
49 | 49 | | jobs in 25-day increments to any of the following: |
---|
50 | 50 | | (a) Individuals between 18 and 24 years old. |
---|
51 | 51 | | (b) Individuals with a disability. |
---|
52 | 52 | | (c) Heads of households whose household income is 150 percent or less of the |
---|
53 | 53 | | nonfarm federal poverty line for the continental United States, as defined in 42 USC |
---|
54 | 54 | | 9902 (2). |
---|
55 | 55 | | (d) Individuals who have been unemployed and searching for a job for 27 weeks |
---|
56 | 56 | | or more, or who have been unemployed for 3 of the preceding 5 years, except that |
---|
57 | 57 | | employers of such individuals would no longer be eligible for a grant under the |
---|
58 | 58 | | program for individuals who have been employed by the same employer for more |
---|
59 | 59 | | than 12 consecutive months. |

91 | 91 | | the effective date of this subsection, the department of workforce development shall |

93 | 93 | | study under sub. (1) to the governor and to the chief clerk of each house of the |
---|
94 | 94 | | legislature for distribution to the appropriate standing committees in the manner |

95 | 95 | | provided under s. 13.172 (3). |

97 | 97 | | (1) JOB GUARANTEE AND FULL EMPLOYMENT GRANT STUDY. In the schedule under |
---|
98 | 98 | | s. 20.005 (3) for the appropriation to the department of workforce development under |
---|
99 | 99 | | s. 20.445 (1) (a), the dollar amount for fiscal year 2023-24 is increased by $250,000 |
---|
100 | 100 | | to conduct the study under SECTION 1 (1) of this act and to create the report under |
---|
101 | 101 | | SECTION 1 (2) of this act. |
