13 | 13 | | This bill directs the Department of Health Services to establish a program to |

14 | 14 | | distribute funds to local health departments or tribal health centers that apply to |

15 | 15 | | conduct violence prevention programs or to award grants to organizations to conduct |

16 | 16 | | violence prevention programs. Under the bill, the amounts collected from the excise |
---|
17 | 17 | | taxes on vapor products are appropriated to fund the grants. The bill prohibits local |
---|
18 | 18 | | health departments and tribal health centers from distributing grant funds under |
---|
19 | 19 | | the program to a law enforcement agency, tribal law enforcement agency, or any |
---|
20 | 20 | | entity that provides services in conjunction with or through a law enforcement |
---|
21 | 21 | | agency or tribal law enforcement agency. The bill increases the number of authorized |
---|
22 | 22 | | DHS positions by one position in fiscal year 2023-24 for administration of the |
---|
23 | 23 | | program and also increases funding to DHS for this position. |

34 | 34 | | 20.435 (1) (gd) Violence prevention grants. All moneys received from taxes |
---|
35 | 35 | | imposed and collected under subch. III of ch. 139 with respect to vapor products, as |
---|
36 | 36 | | defined in s. 139.75 (14), for grants to local health departments or tribal health |
---|
37 | 37 | | centers under s. 255.20 (4). |

38 | 38 | | SECTION 2. 255.20 (4) of the statutes is created to read: |

39 | 39 | | 255.20 (4) (a) In this subsection: |
---|
40 | 40 | | 1. “Law enforcement agency” has the meaning given in s. 165.85 (2) (bv). |
---|
41 | 41 | | 2. “Tribal law enforcement agency” has the meaning given in s. 165.83 (1) (e). |

42 | 42 | | (b) Establish a program to distribute moneys from the appropriation under s. |
---|
43 | 43 | | 20.435 (1) (gd) to local health departments or tribal health centers that apply for |
---|
44 | 44 | | moneys to conduct violence prevention programs or to award grants to organizations |
---|
45 | 45 | | to conduct violence prevention programs. A local health department or tribal health |
---|
46 | 46 | | center may not distribute grant funds under this subsection to a law enforcement |
---|
47 | 47 | | agency, a tribal law enforcement agency, or any entity that provides services in |
---|
48 | 48 | | conjunction with or through a law enforcement agency or tribal law enforcement |
---|
49 | 49 | | agency. Grant applications are due no later than June 30 of each fiscal year. |

50 | 50 | | SECTION 3.0Fiscal changes. |

51 | 51 | | (1) VIOLENCE PREVENTION GRANT PROGRAM ADMINISTRATION. In the schedule under |
---|
52 | 52 | | s. 20.005 (3) for the appropriation to the department of health services under s. |
---|
53 | 53 | | 20.435 (1) (a), the dollar amount for fiscal year 2023-24 is increased by $30,000 to |
---|
54 | 54 | | increase the authorized FTE positions for the department by 1.0 GPR position for the |
---|
55 | 55 | | administration of the violence prevention grant program under s. 255.20 (4). In the |
---|
