15 | 15 | | in the consumer price index (CPI) for the previous year. The bill defines CPI as the |

16 | 16 | | consumer price index for all urban consumers, U.S. city average, as determined by |

17 | 17 | | the U.S. Department of Labor. Also, for purposes of the bill, “resident undergraduate |
---|
18 | 18 | | tuition” is defined to include any differential tuition and mandatory fees charged to |

19 | 19 | | a resident undergraduate student. |

24 | 24 | | SECTION 1. 36.11 (57) (c) of the statutes is amended to read: |

25 | 25 | | 36.11 (57) (c) Notwithstanding s. 36.27 (1), and subject to s. 36.27 (1m), the |

36 | 36 | | policies in the manner provided in par. (b). |

37 | 37 | | SECTION 2. 36.27 (1) (a) of the statutes is amended to read: |

38 | 38 | | 36.27 (1) (a) Subject to par. (b) and sub. (1m), the board may establish for |
---|
39 | 39 | | different classes of students differing tuition and fees incidental to enrollment in |
---|
40 | 40 | | educational programs or use of facilities in the system. Except as otherwise provided |
---|
41 | 41 | | in this section, the board may charge any student who is not exempted by this section |
---|
42 | 42 | | a nonresident tuition. The board may establish special rates of tuition and fees for |
---|
43 | 43 | | the extension and summer sessions and such other studies or courses of instruction |
---|
44 | 44 | | as the board deems advisable. |

45 | 45 | | SECTION 3. 36.27 (1m) of the statutes is created to read: |

46 | 46 | | 36.27 (1m) RESIDENT UNDERGRADUATE TUITION. (a) In this subsection: |
---|
47 | 47 | | 1. “Consumer price index” means the consumer price index for all urban |
---|
48 | 48 | | consumers, U.S. city average, as determined by the U.S. department of labor. |
---|
49 | 49 | | 2. “Resident undergraduate tuition” includes: |
---|
50 | 50 | | a. Academic fees charged to a resident undergraduate student. |
---|
51 | 51 | | b. Any differential tuition charged to a resident undergraduate student. |
---|
52 | 52 | | c. Any other mandatory fees charged to a resident undergraduate student that |
---|
53 | 53 | | are in addition to instructional fees. |
---|
54 | 54 | | (b) The Board of Regents may not increase resident undergraduate tuition by |
---|
55 | 55 | | more than the percentage increase in the consumer price index for the previous year. |

56 | 56 | | SECTION 4.0Initial applicability. |
