9	9	school districts that share services for costs associated with student
10	10	information systems and making an appropriation.

16	16	The people of the state of Wisconsin, represented in senate and assembly, do
17	17	enact as follows:
18	18	JOINT LEGISLATIVE COUNCIL PREFATORY NOTE: This bill was prepared for the Joint
19	19	Legislative Council's Study Committee on Shared School District Services.
20	20	Current law does not specifically provide state aid to school districts for purchasing
21	21	and implementing student information systems.
22	22	The bill creates a categorical aid program, administered by the Department of
23	23	Public Instruction (DPI), for school districts that apply for reimbursement for costs
24	24	associated with purchasing and implementing a new student information system. In
25	25	order to be eligible for this aid, a school district must either be (1) a union high school
26	26	district or one of its included elementary school districts that purchases a new student
27	27	information system to streamline communications between the districts; or (2) a school
28	28	district that enters into a shared services agreement with one or more other school

34	34	districts and purchases a new student information system in order to accommodate those
35	35	shared services. Aid provided to a school district under this program may be used to pay
36	36	for purchasing a new student information system, data migration to a new student
37	37	information system, and training staff on the use of a new student information system.
38	38	A school district may apply for this aid one time.
39	39	The bill creates an annual sum certain appropriation of $450,000 in fiscal years
40	40	2023-24 and 2024-25 for this program. The amounts must be prorated if total eligibility
41	41	exceeds the appropriated amount. Aid provided to a school district may not exceed
42	42	$75,000. The bill takes effect on the day after publication, or the 2nd day after publication
43	43	of the 2023 biennial budget act, whichever is later.
44	44	SECTION 1. 20.005 (3) (schedule) of the statutes: at the appropriate place, insert
45	45	the following amounts for the purposes indicated:

51	51	SECTION 2. 20.255 (2) (bz) of the statutes is created to read:
52	52	20.255 (2) (bz) Aid for student information systems. The amounts in the
53	53	schedule for aid to school districts under s. 115.384 for student information systems.
54	54	SECTION 3. 115.384 of the statutes is created to read:
55	55	115.384 Aid for student information systems. (1) From the appropriation
56	56	under s. 20.255 (2) (bz), the department shall award onetime aid to school districts
57	57	that apply for reimbursement for costs associated with purchasing and
58	58	implementing a new student information system if one of the following conditions is
59	59	met:
60	60	(a) The school district enters into an agreement to share services with one or
61	61	more other school districts and the school district purchases new student
62	62	information system software in order to accommodate shared services.

85	85	(b) The school district is a union high school district or a school district
86	86	operating only elementary grades with territory that is included in the union high
87	87	school district and the school district purchases new student information system
88	88	software in order to streamline communications between the union high school
89	89	district and its included elementary school districts.
90	90	(2) Aid provided to a school district under this section may be used to pay for
91	91	any of the following costs:
92	92	(a) Purchasing a new student information system.
93	93	(b) Data migration.
94	94	(c) Training staff on the use of the new student information system.
95	95	(3) A school district may apply for aid under this section only once. Aid
96	96	provided to a school district under this section may not exceed $75,000.
97	97	(4) If the appropriation under s. 20.255 (2) (bz) in any fiscal year is insufficient
98	98	to pay the full amount awarded under sub. (1), the department shall prorate the
99	99	amount of its payments among school districts that are eligible for aid under this
100	100	section.
101	101	SECTION 4.0Effective date.
102	102	(1) This act takes effect on the day after publication, or on the 2nd day after
103	103	publication of the 2023 biennial budget act, whichever is later.
