4-AN ACT to create 440.085 of the statutes; relating to: publication of credential metrics.
5-The people of the state of Wisconsin, represented in
6-senate and assembly, do enact as follows:
7-JOINT LEGISLATIVE COUNCIL PREFATORY NOTE:  This bill
8-was prepared for the Joint Legislative Council’s Study Com-
9-mittee on Occupational Licenses.
10-The bill requires the Department of Safety and Profes-
11-sional Services (DSPS) to post and update the following infor-
12-mation on its website each month, for each credential:
13- The median number of days from the day that all
14-required fees for an initial, renewal, or reciprocal application
15-are submitted to the date a final determination is made.  If a fee
16-is waived under the veterans fee waiver program, the days
17-must be counted from the day the application is considered
18-submitted.
19- The number of applications submitted for an initial,
20-renewal, or reciprocal credential over the prior month.
21- The number of final determinations made on initial,
22-renewal, and reciprocal credential applications over the prior
23-month, including the number of applications approved and the
24-number of applications denied.
25-The number of initial, renewal, and credential
26-applications for which more than 45 days have passed since
27-the applicant submitted all required fees, or, if a fee is waived
28-under the veterans fee waiver program, applications for which
29-more than 45 days have passed from the day the application
30-is considered submitted.  DSPS must also report the number
31-of those applications for which necessary information from
32-the applicant or a third party is pending, and the number of
33-those applications that are currently undergoing legal review.
34-SECTION 1. 440.085 of the statutes is created to read:
35-440.085 Publication of credential metrics.  The
36-department shall publish on its website and update
37-monthly the following information with respect to each

37+passed from the day the application is considered submitted. DSPS must also report the
38+number of those applications for which necessary information from the applicant or a
39+third party is pending, and the number of those applications that are currently
40+undergoing legal review.
41+SECTION 1. 440.085 of the statutes is created to read:
42+440.085 Publication of credential metrics. The department shall publish
43+on its website and update monthly the following information with respect to each

39-(1)  The median number of days from the day that all
40-required fees for an application for an initial credential,
41-a credential renewal, or a reciprocal credential are sub-
42-mitted to the day that a final determination on the applica-
43-tion is made.  If required fees for a credential are waived
44-pursuant to s. 45.44, the department shall instead include,
45-for purposes of calculating the median number of days
46-under this subsection, the number of days from the day
47-that the application is considered submitted to the day
48-that a final determination on the application is made.
49-(2)  The number of applications submitted for an ini-
50-tial credential, a credential renewal, or a reciprocal cre-
51-dential over the prior month.
52-(3)  The number of final determinations made on
53-applications for an initial credential, a credential
54-renewal, or a reciprocal credential over the prior month,

60-dential for which more than 45 days have passed since the
61-applicant submitted all required fees for the application
62-or, if the required fees are waived pursuant to s. 45.44,
63-since the applicant is considered to have submitted the
64-application, including:

67-(a)  The number of those applications for which nec-
68-essary information from the applicant or a 3rd party is

70-(b)  The number of those applications that are cur-
