Obtaining a preliminary credential requires action by the provider and the provider’s employer. The provider must apply for the temporary credential within 30 days of first providing services in Wisconsin and attest that the provider is in good standing under the out-of-state credential and has applied for a permanent credential. The provider’s employer must notify DSPS within 10 days of the individual first providing services in Wisconsin and attest that the provider’s credential and good standing have been confirmed to a reasonable degree of certainty. An employer’s notification and attestation are not required if the person is only providing telehealth services. The preliminary credential takes effect on the date that the individual begins providing services in this state, and the preliminary credential expires on the date that the application for the permanent credential is granted or denied. A provider operating under a preliminary credential is subject to all the responsibilities and regulations that apply to the profession. 2023 ASSEMBLY BILL 205 2023 Assembly Bill 205 expands the preliminary credential option to occupations in the business professions category and adds certain health care occupations. Certain occupations are excluded from the bill, including the trades occupations, transportation network companies, peddlers, unarmed combat sports, and body art and tanning facilities, and credentials issued by agencies other than DSPS. ASSEMBLY AMENDMENT 1 Assembly Amendment 1 also excludes from the bill certified public accountants and credentials that authorize a credential holder to engage in the limited practice of law. BILL HISTORY Representative Sortwell offered Assembly Amendment 1 on May 30, 2023.
